The eLearning Division Dean provides administrative, operational and strategic leadership for the College's portfolio of digital content, advancing innovation and growth for both academic and custom programs.

The Dean of eLearning reports to the VP of Academic and Workforce Innovation and works closely with other academic deans to strategically expand Sinclair's eLearning ecosystem through the diffusion and integration of technology and innovation. This position directs the division collaboratively to create flexible learning pathways that encompass academic credit, Prior Learning Assessment (PLA), Competency-Based Education (CBE), custom learning, and microcredentials to create a unified learning ecosystem.

The Dean of eLearning will lead the division's work including the design, development and implementation of academic and custom courses, and oversee diverse categories of faculty training (in partnership with the CTL) and compensation.

The Dean of eLearning serves as the College's primary leader for the development of high-quality, accessible, online learning programs, working closely with Academic Affairs leadership, faculty from academic divisions, and leaders from Student Development.

The position exercises strategic decision-making authority while abiding by shared governance structures, and relies on expertise in community college systems, eLearning technology and innovation, leading multidisciplinary teams, managing complex change initiatives, and identifying and implementing high quality learning solutions. The incumbent is responsible for the growth of online and other eLearn-supported programs and for identifying pilot opportunities to new approaches in eLearning, and as such, will be collaborative, innovative, and data-informed.

Principal Accountabilities

  • Provide strategic, administrative and operational leadership for Sinclair's eLearning Division, including the oversight of three portfolio areas: Instructional Design and Technology, Flexible Learning, and Strategy and Innovation
  • Lead the design, development and implementation of courses and programs in all Sinclair modalities, including up-to-date compensation models
  • Stay informed of relevant regulations and maintain compliance with all related agencies, including HLC and NC-SARA
  • Develop, review and update the eLearning Strategic Plan to assure that the vision, initiatives, and outcomes for the Division are aligned with Sinclair's strategic plan
  • Ensure that course development in every modality meets quality, consistency and accessibility standards according to the Course Review Rubric as developed in collaboration with the Online Teaching and Learning Committee (OTL)
  • Oversee the recruitment, hiring, training, supervision, professional development, team building, and evaluation of Division staff
  • Develop and manage annual division budgets for eLearning and associated program areas
  • Develop and revise strategy for eLearning's ecosystem: piloting new innovations in CBE, PLA, academic and custom learning, media creation, and microcredentials
  • Lead diverse team structures through excelling in change initiatives, skills advancement and culture development
  • Collaborate with the Dean of Custom Learning to grow and develop programs and offerings in all modalities, contributing to a business model which ensures that the Division is using resources wisely to meet the needs of the students, employers and the community
  • Lead LMS administrative decision-making, ensuring structure, permissions, and customizations strike a desirable balance of innovation and governance
  • Lead the integration of artificial intelligence tools and practices into course development, revision, and implementation workflows across all modalities, ensuring responsible adoption in alignment with College policy and emerging best practices
  • Knowledge of adult, traditional, College Credit Plus (CCP), TechPrep, and Advanced Job Training (AJT/PEP) student populations and related learning system requirements
  • In addition to traditional credit structures, knowledge of competency structures to include custom learning, prior learning assessment (PLA), competency-based education (CBE), stackable and short-term credentials, work-based learning and microcredentials
  • Ability to lead in a collegial, fast-paced, and changing environment where results are achieved through influence, collaboration, and shared accountability
  • Ability to work effectively with diverse students, faculty, staff, employers, and internal partners, with a demonstrated commitment to access, student success, and inclusive learning environments
  • Fluency in instructional and learning design frameworks (e.g. bloom's taxonomy, backwards design, design thinking, ADDIE, human-centered design (HCD), multimedia learning principles, and Community of Inquiry (CoI)
  • Working and applied knowledge of instructional technologies, to include artificial intelligence applications in higher education, generative AI tools, AI-assisted instructional design, and the ethical, accessibility, and policy considerations associated with AI integration in teaching and learning

Requirements

  • Minimum of a master's degree required; doctorate or terminal degree in related field from an accredited institution preferred

  • Minimum of five (5) years of leadership experience in an eLearning environment required

  • Specific experience with course/program development and implementation using innovative models that take programs to scale in in-demand areas such as CBE, PLA and/or microcredentials

  • Demonstrated success in working with academic leaders and faculty

  • Credentialed experience with curriculum design and development required

  • Minimum of five (5) years of teaching experience required

  • Experience with budget management of a department, division or equivalent required

  • Exceptional oral, written communication, presentation and story-telling skills required

  • Demonstrated Knowledge of current trends in higher education, especially in eLearning, AI, compliance, and technology required

  • Portfolio of digital learning innovation preferred
