We are seeking an experienced Director of Project Development to lead water and wastewater engineering projects for municipal and industrial clients on the Water Market Team. This role combines business development, project management, and engineering leadership to deliver innovative solutions for treatment plants, pumping stations, pipelines, and related infrastructure. This is a client facing/business development strategic role for someone with municipal water construction market with project leadership and market relationships. This role requires direct municipal water and wastewater infrastructure experience, particularly with CMAR or Progressive Design-Build delivery methods and projects in the $50M+ range. Strong preference for candidates with FL market experience. While Florida market knowledge is strong preferred, the priority is deep, hands?on experience delivering $50M+ municipal water/wastewater infrastructure projects (WTP, WWTP, pump stations, transmission, intake) using CMAR or PDB, and owning both preconstruction and execution strategy.
Responsibilities
Lead proposal development, pricing strategies, and client negotiations for RFQs and RFPs
Oversee project planning, design, permitting, and construction support
Develop procurement strategies, project schedules, and cost estimates
Manage client relationships and pursue repeat business opportunities
Provide leadership and mentorship to engineering and project teams
Qualifications
Bachelors degree in related engineering or construction management field (ie. Civil Engineering, Environmental Engineering, Mechanical Engineering, etc.)
10-15+ years of experience delivering municipal water/wastewater treatment plants, pump stations, or transmission pipelines.
Hands-on CMAR or Progressive Design-Build project leadership (not just hard-bid)
Project scale of $50M+ as a project director or senior PM
Preconstruction and GMP development experience
Professional Engineer (PE) license and/or DBIA Certification is a plus.
Proven success in project management, proposal writing, and public presentations
Strong leadership, mentoring, communication, and negotiation skills
Florida market knowledge is a strong plus
