    Federal HR Generalist — Benefits, Retirement & HR Processing

    Position Summary

    The Federal HR Generalist supports the Federal Trade Commission's Human Capital Management Office with a blended workload: benefits and retirement administration as the primary focus, and HR processing and staffing support as a secondary focus. Serving an agency workforce of approximately 1,100 employees, the Generalist processes benefits elections and personnel actions, compiles service histories and retirement estimates, delivers new-hire orientation content, and maintains audit-ready records. The role requires flexibility to shift between benefits and HR processing work as workload demand changes. This position is designated Key Personnel.

    Key Responsibilities

    Review and process FEHB, FEGLI, TSP, and related benefits forms; provide informational benefits guidance to employees and triage complex matters to FTC Benefits Specialists.

    • Prepare retirement estimates and process retirement packages — compiling and verifying service histories, requesting military service documentation, and calculating redeposit service, FICA, and military deposits using FTC-provided tools.
    • Support Open Season, seminars, wellness and work-life programs, and workforce engagement events, and deliver benefits briefings during new-hire orientation.
    • Code and process personnel and payroll actions in FPPS within required timeframes; review forms for accuracy and completeness and identify and correct HR processing errors.
    • Prepare pre-appointment packages, extend tentative and official job offers as directed, assist with in-processing, and coordinate and conduct new employee orientation.
    • Maintain eOPF records and convert paper files to electronic records; audit personnel records for accuracy and policy compliance, process leave transfers, and track commemorative awards.
    • Maintain and update benefits and HR systems including FPPS, e-Comp, and FHR Navigator, and keep complete, accurate, audit-ready documentation of all activity.
    • Provide activity updates to the COR, incorporate Government comments within 5 business days, support the contract Quality Control Plan, and comply with applicable Title 5 authorities, OPM standards, Merit System Principles, and the Privacy Act of 1974.

    Required Qualifications

    • High school diploma (Required).
    • Three (3) years of relevant experience in federal HR processing or benefits (Required).
    • Demonstrated ability to process forms, maintain records, and calculate retirement service (Required).
    • Working proficiency with FPPS and federal benefits systems (Required).
    • Ability to commute to and work on-site at 600 Pennsylvania Avenue NW, Washington, DC 20580 (Required). Telework is permitted only at FTC discretion.
    • Willingness to shift between benefits and HR processing assignments based on workload demand (Required).

    Preferred Qualifications

    • Hands-on experience with e-Comp, FHR Navigator, and eOPF.
    • Experience supporting Open Season and agency-wide benefits outreach events.
    • Experience delivering new employee orientation briefings.
    • Prior federal HR support at a small or mid-size agency with a professional workforce.

    Security & Suitability Requirements

    • Must pass the required FTC background investigation processed through the FTC Personnel Security Unit (PSU).
    • Must be eligible for a PIV card under HSPD-12.
    • Must clear E-Verify and OPM Central Verification System pre-screening, and submit fingerprints and required security forms no less than 15 business days prior to Entry on Duty.
    • Must execute the FTC Nondisclosure Agreement for Contractors and complete FTC privacy and security awareness training.
    • Must protect Sensitive PII and Sensitive Health Information in accordance with the Privacy Act of 1974 and FTC policy.

    Employment Terms

    Job Type: Full-time, Contract · Work Location: In person, Washington, DC 20580

    Period of performance: base year 15 September 2026 – 14 September 2027, plus two 12-month option periods. This is a labor hour position; only productive direct labor hours are billable. The incumbent is designated Key Personnel and must remain in place unless substitution rules are met.
