The Springfield Housing Authority, consistent with its equal opportunity and affirmative action policies, invites applicants for the File Auditor position at it's Rental Assistance (Section 8 ) office. Hourly Rate: $21.58 per hour, 40 hours/ week, M-F 8:00 am – 4:30 pm. Excellent benefits package. Position will remain open until June 16th or until filles.
General Description:
This position is responsible for conducting audits of all Rental Assistance Office (RAO) Program files to ensure adherence to all HUD and EOHLC regulations governing programs administered by the Division. This position is responsible for bringing any deviations from regulations and SHA procedures to the direction of the RAO Manager or other person or other position determined by the RAO Director or his/her designee.
Duties and Responsibilities:
- Review assigned files of all RAO programs files to confirm:
- All new admissions, annual re-certifications, interim rent changes, etc. were conducted correctly for the participant during the audit year in a timely fashion;
- All documents requiring signature are signed and dated;
- Third-party documentation exists for all financial information provided by participants and for any additions to the family composition;
- An EIV check of each participant was conducted as a part of the process;
- SHA calculation of the tenant portion of rental payments to landlords and HAP payment amount to landlords by the SHA is correct;
- Move-in and annual inspection of the subsidized units were conducted by the SHA and, if defects were noted, documentation exists verifying that the landlord corrected defects in the timeframe required by applicable laws and regulations;
- HAP payments were abated in cases where a subsidized unit failed the annual inspection and the landlord failed to address the defects in the timeframe identified by the SHA; and
- Information contained in the participant file matches information contained in the SHA’s computer system
- Review waitlist applications to assure accurate and timely entry of applicant information
- Perform other similar duties as assigned or directed by supervisor
- Inform the RAO Manager, or other position determined by the RAO Director, of any errors in calculation or deviations from HUD or EOHLC regulations in individual files examined.
Minimum Qualifications and Experience:
High school diploma or GED required; Associates Degree in Accounting or related file preferred. Position requires demonstrated ability to accurately apply basic mathematical skills used in the calculation of tenant portion or rent and payments to landlords, including addition, subtraction and multiplication. Ability to apply HUD and EOHLC regulations to participant files. Knowledge or experience working with subsidized housing programs or other types of state or federally-funded housing programs is helpful. Applicants must also possess sound judgment, excellent communication skills, attention to detail, and the ability to work independently in a diverse environment.
