BRIEF JOB DESCRIPTION:

The Manager VI (Financial Data Team Manager) reports to the Deputy CFO within the Office of Finance Division. The position performs highly advanced (senior-level) managerial work administering the daily operations and activities of the agency's Financial Data Team. Responsibilities include serving as the data owner of financial data, establishing goals and objectives related to complex computer systems and reporting analysis, developing or acquiring appropriate information system products and services that support financial reporting, implementing standards for developing and maintaining complex software applications, and ensuring proper internal controls are in place. Work involves coordinating and evaluating system enhancements, analyzing cross functional business processes to identify opportunities for improving work products, monitoring databases, and evolving the agency's financial reporting capabilities to support productivity and quality outputs. Supervises the work of others. Uses project management principles to manage risks and deliverables. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS (EJFs):

(30%) Manages day-to-day activities of the Financial Data Team. Oversee the activities, daily operations, and personnel issues for staff that are responsible for project management, system(s) set-up, testing, security, provisioning, and data extraction and analysis. Acts in a leadership capacity by leading, supervising, and mentoring direct reports. Serve as a role model to team members, guiding them in the execution of their duties, and encouraging and enabling professional growth. Provides leadership to employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution. Leads employees to meet the organizations expectations for productivity, quality, and goal accomplishment.

(25%) Oversees and/or establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Serves as the agency's financial data owner. Develop data quality measures, analyze data quality results, and implement necessary changes to ensure data quality improvement. Designs, implements, and evaluates data quality metrics, quality and internal control procedures, and review workflows used across the Office of Finance to identify systemic issues affecting accuracy, consistency, and completeness. Support division by ensuring collaboration across areas by providing data analysis and ad hoc requests, providing data extracts on demand, and automating common data requests for ease of use and visualization.

(20%) Oversees the identification of areas that need change and the recommendation of initiatives to improve operations and oversees implementation of changes. Identifies and supports system improvement efforts by working with leadership to strategically use data to identify what parts of the system are working well and areas to target for improvement. Reviews and evaluates actions and documentation to ensure compliance with federal, state, and legislatively mandated standards, and meet program, region and agency goals and objectives. Oversee staff who analyze data to identify patterns, identify root causes, and address operational impacts, then develop and recommend corrective actions to improve data quality and reporting reliability.

(20%) Coordinates and directs the use and change management of automated accounting system (CAPPS Fin), Uniform Statewide Accounting System (USAS), IMPACT financials, and other financial systems. Oversee and implement strong internal controls for financial systems and data management. Provides technical guidance to staff on complex accounting systems (CAPPS and USAS) and the internal case management system (IMPACT). Coordinates with internal CFO division data users regarding data needs and system performance, communicates changes to users, and serves as liaison to the Information Technology division as well as HHSC system administrators. Represents the agency/division in meetings with the Executive Team, IT, other DFPS' programs, HHSC, Comptroller of Public Accounts, and other outside entities.

(5%) Serve as backup to director by acting as a subject matter expert related to financial accounting operations in absence of finance leadership.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of information technology processes and practical application approaches. Knowledge of data center infrastructure and migration processes. Knowledge of advanced analytics tools and strategies. Knowledge of business intelligence and big data solutions.

  • Skill in working with Extract, Translation, and Load (ETL) tools, data integration platforms, and APIs. Skill in SQL and other database technologies. Skill in communication, with the ability to explain complex technical concepts to a non-technical audience.   • Ability to develop, deploy, and manage applications and data storage. Ability to lead teams, manage complex projects, and manage advanced analytics projects. Ability to develop and maintain enterprise data models, data warehouses, and data lakes to support analytics and reporting. Ability to design and implement solutions using a statistical analysis system, manage data, and integrate with other systems.  Ability to problem-solve and develop effective migration plans and solutions. Ability to communicate effectively using interpersonal skills, with the ability to collaborate effectively with cross-functional teams. Ability to work independently and efficiently manage time and tasks to meet project deadlines. Ability to evaluate and integrate emerging technologies such as AI, machine learning, and big data analytics.

INITIAL SCREENING CRITERIA:

Graduation from an accredited four-year college or university with major coursework in computer science, business, accounting, finance, or a related field, and four (4) years of progressively responsible full-time relatable experience. Experience with various software applications, program languages, project planning tools, and other office equipment as required. Examples of systems and programs are: CAPPS Fin, CAPPS HR, Statistical Analysis System (SAS), Microsoft Office Applications, TOAD, SQL, and others. Experience preparing complex financial reports. Preferred city, county, state government experience.
