Duties

The position is in the Office of Administration, Human Resources Division.

As an HR Specialist (Generalist), you will:

  • Provide comprehensive HR advisory and technical services to FHFA-OIG managers and employees. Perform work in the full range of HR specialty areas, including HR Strategy, Staffing/Recruitment, Classification and Position Management, Labor Management and Employee Relations, Performance Management, Pay and Compensation, and Employee Benefits, to include retirement counseling.
  • Work with FHFA-OIG'S HR Service Provider (HRSP) in the preparation of vacancy announcements, assist managers with the development of appropriate evaluation criteria, identify and target appropriate sources of applicants, work with hiring office to set pay and make formal offers of employment to selected candidates.
  • Serve as Payroll Liaison between the HRSP in resolving pay related issues for employees and management. Coordinate and resolve all time and attendance related issues. Serve as master timekeeper for agency. Ensure agency time and attendance is processed and certified in a timely and efficient manner.
  • Research and keep abreast of new legal and regulatory requirements which impact work. Interpret legal and regulatory documents, provide guidance within the team and develop implementation requirements in concert with the HRSP.

- A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.

- Undergo an income tax verification.

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

Specialized Experience for the EL-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-12 grade level in the Federal service. (EL-12 is equivalent to a GS-12.)

Specialized experience for this position includes:

- Interpreting and applying Federal HR laws, regulations, policies and procedures to resolve personnel issues, and ensure compliance. Providing HR advisory and technical support to managers and employees in staffing, employee relations, performance management, pay administration, benefits, and retirement programs. AND

- Managing recruitment and personnel actions, including coordinating vacancy announcements, advising hiring managers on staffing strategies and hiring authorities, processing appointments and personnel actions, and resolving payroll and time and attendance issues in collaboration with shared service providers. AND

- Researching and interpreting federal benefits regulations and policies, and providing guidance to employees. Conducting research on HR policies and regulatory changes and recommending process improvements to enhance workforce management, program effectiveness, and organizational objectives.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the EL-13, you must have been at the EL/GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

-GYM: Free use of an on-site gym and locker room with shower facilities when at the HQ building.

-REIMBURSEMENTS and STIPENDS: Fees forprofessional licenses/certifications and professional liability insurance may be reimbursed.
