Human Resources Generalist

East Los Angeles Full-Time, Exempt $71,000 – $82,000 Reports to the CEO

Build the HR function for one of Los Angeles’ longest-standing Latinx and LGBTQ+ health organizations.

Since 1989, Bienestar has answered the needs its community was told to wait for, beginning at the height of the HIV/AIDS crisis and growing into six community centers across Los Angeles County. Today we provide Primary Care, HIV, STI and Hep C testing and treatment, mental health counseling, substance use treatment and harm reduction services, food assistance, housing support, and youth programs. Every service we offer is free or at low cost.

We are looking for a Human Resources Generalist who can build and strengthen the HR function needed to support our growing organization, which currently operates six sites and employs approximately 60 staff members.

WHY THIS ROLE IS DIFFERENT

  • A direct line to leadership. You will report directly to the Chief Executive Officer. HR has a seat at the table here, not a queue outside it.

  • You will build, not just administer. This is not a maintenance job. You will shape hiring, onboarding, training, and compensation practices across all six centers rather than inherit someone else’s system.

  • The work is visible. The staff you support are delivering care to roughly 16,000 community members. Better HR here means better services out there.

WHAT YOU WILL DO

Talent and hiring

  • Own the full recruiting cycle — sourcing, pre-screening, interviewing, offers, and onboarding — across all six centers.

  • Keep job descriptions current, accurate, and compliant with local, state, and federal requirements.

Employee relations and culture

  • Serve as the trusted first point of contact for staff questions about policies, benefits, and workplace concerns.

  • Investigate and resolve employee issues and conflicts with fairness, discretion, and consistency.

  • Foster a workplace culture of inclusivity, collaboration, and mutual respect that reflects the communities we serve.

Compliance and risk

  • Maintain the organization’s compliance with funder requirements and with local, state, and federal employment regulations.

  • Partner with Program Managers and Center Leads to ensure required compliance documentation is complete and current at every site.

Compensation, performance, and development

  • Develop and maintain a compensation structure grounded in market research and pay survey data.

  • Build training materials and performance management programs that give staff clarity on their roles and a path to grow in them.

  • Use workforce data to guide staffing plans and surface trends to the CEO.

WHAT WE ARE LOOKING FOR

Required

  • Three or more years of progressively responsible HR experience, including employee relations and recruiting. (Nonprofit or community health experience is a plus, not a requirement.)

  • Working knowledge of California and federal employment law, wage and hour, leave, classification, and harassment prevention.

  • Demonstrated experience resolving workplace conflicts with sound judgment and confidentiality.

  • Strong verbal and written communication skills.

  • Proficiency with Microsoft Office and comfort working in an HRIS.

  • A bachelor’s degree in human resources, labor relations, organizational development, business, or a related field or equivalent professional experience in place of the degree.

Strongly preferred

  • Bilingual English/Spanish. Much of our staff and community is Spanish-speaking, and this role is materially easier and more effective with it.

  • Experience supporting a multi-site organization.

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification or interest in earning one with our support.

  • Lived or professional experience with Latinx and LGBTQ+ communities.

COMPENSATION AND BENEFITS

Salary: $71,000 – $82,000 per year, depending on experience. We publish the real range and we negotiate within it in good faith.

  • Medical, dental, vision and life insurance - 100% covered by Bienestar

  • 403(b) retirement plan with employer match (50% up to 8% of annual salary).

  • 13 paid holidays, plus your birthday off.

  • 5 paid vacation days after 1 year of employment, increasing thereafter according to agency vacation schedule.

  • 48 hours (6 days) paid sick leave.

SCHEDULE AND LOCATION

This is a full-time, exempt position based at our East Los Angeles office at 5326 E. Beverly Blvd, Los Angeles, CA 90022, with regular travel to our other Los Angeles County centers. Occasional evening or weekend hours are required to support staff events and hiring needs; we are mindful of those hours and do not treat them as routine.
