The Human Resources Specialist performs a variety of human resources administrative tasks in support of the agency.

Ability to obtain and maintain a Public Trust Security Access.
U.S. Citizen only due to Government or federal requirements
Thorough knowledge of automated HR/personnel systems such as USA Staffing, eOPF, and the National Finance Center systems.
Ability to communicate effectively both orally and in writing.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Performs complex administrative tasks supporting HR operations, including processing HR transactions, maintaining and security employee records, and preparing documentation for audits and compliance checks.
Ensures all actions comply with federal, state, and local employment laws and other applicable guidance.
Prepares and reviews recruitment requires packages and vacancy announcements, coordinates interviews with hiring managers, and tracks the status of announcements.
Applies pay-setting calculations to support job offers, disseminates government-approved correspondence, and responds to applicant inquires.
Assists with qualification reviews and ensures recruitment actions meet regulatory requirements.
Facilitates the onboarding process by arranging orientations, preparing offer letters, conducting background checks, and ensuring timely completion of new-hire paperwork.
Addresses routine employee questions and escalates more complex issues to HR management.
Utilizes HR information systems to input, retrieve, and compile data.
Prepares HR metrics, status updates, and ad-hoc report to support leadership decisions-making and identify workforce trends, such as skill gaps, to inform talent strategies.
Supports benefits enrollment and resolves employee benefit issues in coordination with providers,
Answers employee questions related to pay, benefits, and related HR policies.
Coordinates logistics for training sessions, maintaining training records, and assists with developing and distributing training materials.
Helps communicate and implement HR policies and procedures across the organization.
Manages HR calendars, schedules meetings, and organizes HR-related events to ensure smooth HR operations and employee engagement initiatives.
EDUCATION / EXPERIENCE
High school diploma or general education degree (GED) and a minimum five (5) years relevant experience in a range of HR concepts, practices, laws, regulations, and precents to provide comprehensive management advisory and technical services to USAO senior officials and Government employees. An active and current Delegated Examining Unit (DEU) certification, which must be maintained throughout the duration of the contract.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $70K to $77K, with the final offer contingent on location, skillset, and experience.
