Overview:

The Human Resources Specialist (Retirements) provides expert retirement counseling and retirement processing support to the U.S. Coast Guard Civilian Human Resources Office. The position is responsible for reviewing retirement packages, conducting retirement eligibility analyses, preparing retirement estimates, advising employees on retirement options, and processing retirement actions in accordance with OPM regulations and federal retirement policies.

 

Note** This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients.

Responsibilities:

• Review and process voluntary and disability retirement packages.
• Conduct retirement eligibility reviews and provide advisory services to employees and management.
• Prepare and validate retirement estimates for employees covered under FERS, CSRS, and special retirement provisions.
• Research and interpret federal retirement regulations, policies, and guidance.
• Review personnel records to determine retirement eligibility and service credit.
• Independently code and process retirement personnel actions in accordance with OPM's Guide to Processing Personnel Actions.
• Coordinate with HR specialists, payroll offices, and retirement service providers regarding retirement actions and benefit determinations.
• Maintain complete and accurate retirement case documentation.
• Ensure all retirement products comply with applicable OPM, DHS, and USCG requirements.
• Other duties as assigned.

Qualifications:

• Minimum six (6) years of experience performing federal retirement support services.
• Expert knowledge of federal retirement benefits programs, eligibility requirements, and applicable laws and regulations.
• Demonstrated experience independently reviewing and advising on retirement benefits and entitlements.
• Experience coding and processing retirement personnel actions in accordance with OPM guidance.
• Ability to analyze personnel records and resolve retirement-related issues.
• Strong written and verbal communication skills.
• Ability to obtain and maintain required Government suitability determination and system access.

Desired Qualifications:

• Experience supporting DHS, USCG, DoD, or other large federal agencies.
• Direct experience using NFC, GRB Platform, and retirement benefits systems.
• Experience counseling employees on military buyback, deposits and redeposits, survivor benefits, and disability retirement.
• Prior support of high-volume federal retirement processing environments.
• Existing DHS or federal suitability determination
