General Job Information

Join a dynamic public agency proudly serving the over 700,000 residents of the District of Columbia. The DC Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially. OCP manages the acquisition of over $5.7 billion in goods, services, and construction annually on behalf of District agencies under the authority of the Mayor. In addition to contracting and procurement services, OCP's Surplus Property Division collects, manages, and reuses District-owned and federal surplus property.

What we are seeking is a team member to aid us in our mission to elevate the talent management and employee experience within OCP. The ideal candidate will bring their knowledge and unique skills while being open to growth and elevation.

In this position the incumbent will serve as a Human Resources Specialist (Generalist) with functional or in-depth knowledge in Recruitment/Staffing, Talent Management, Retention/Engagement, Employee Development, Employee Relations, Employee Benefits, Leave Programs (i.e., FMLA, ADA, etc.), Position Classification while reporting to the Human Resources Manager. Candidates with PeopleSoft experience is desirable.

Duties and Responsibilities

Prepares position vacancy announcements, in collaboration with the manager, supervisor or other senior level staff, comparing the vacancy announcements with the position descriptions. Reviews vacancy announcements for quality and accuracy to advertise jobs. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media, including newspapers, list serves, and websites. Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans. Determines qualification requirements for all levels of jobs, including nonsupervisory, supervisory and managerial with non-specialized and specialized requirements in accordance with regulations, rules, and industry standards. Prepares and/or reviews Selection Certificates which list eligible job applicants, assuring adherence and compliance with the procedural requirements of the Department of Human Resources (DCHR), and conformance with the goals and objectives of the agency. Conducts personal reference checks on applicants. Initiates personnel action for new employees in PeopleSoft. Creates the Job Requisition in the ASMP PeopleSoft system. Enters personnel actions, requisitions, etc. into PeopleSoft. May conduct in-house orientation of new employee as it relates to the policies and procedures outlined for the agency. As a representative of the agency, attends recruitment activities including job fairs, college events and other opportunities as needed. Updates and modifies agency position descriptions, in consultation with the agency''s managers and supervisors. Makes recommendations on the impact of proposals on career patterns and grade alignment, proposed position structure, position descriptions, and similar issues.

Qualifications and Education

Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression. Specialized Experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

A bachelor's degree is preferred.

Licenses and Certification

Possession of a SPHR, PHR, ICMA-CP, IPMA-CS or equivalent professional human resource certification preferred.

Working Conditions/Environment: The work is sedentary, but there is some walking required. The work environment includes and office setting, and the work is adequately lighted, heated and ventilated.

Tour of Duty: Monday - Friday, 8:00 AM - 5:00 PM (negotiable)

Pay Plan, Series, Grade: CS-0201-12

Starting Salary Range: $80,784.00 - $90,805.00. Final compensation determined in accordance with DPM compensation rules and based on the candidate''s education and experience, including internal applicants.

Collective Bargaining Unit: Non-Union - This position is not in a collective bargaining unit.
