Summary

The Executive Office for United States Attorneys, Human Resources Staff manages human resource policies and programs across 94 U.S. Attorneys' offices. HR provides technical oversight of delegated personnel authorities, operating personnel services, and pre-employment securityscreening across all U.S. Attorneys' offices. They develop and enforce HR policies, oversee delegated personnel authorities, administer distinct pay systems for Assistant U.S. Attorneys and support staff.

Help

At thefull performance level, you will provide a variety of human resources management services in two or more of the following functional areas: recruitment and placement, employee leave and compensation, employee benefits, performance management, employee relations, and records management and processingadministration.Duties include:

  • Performing position analysis to determine organizational requirements.
  • Determining recruitment strategies and posting job announcements.
  • Reviewing applications and applying qualification standards.
  • Providing advice and assistance on performance management.
  • Executing the administration of benefits programs.
  • Administering guidance on pay and leave.
  • Conducting evaluations of human resource program operations.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications

In order to qualify for this position, you must meet the specialized experience requirement as explained below.

GS-12

To qualify for the GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized Experience: One full year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as experience advising managers on federal human resources laws; advising management on recruitment methods and strategies; developing vacancy announcements; determining applicant qualifications and issuing certificates; administering guidance on pay, leave and benefits; and conducting research to solve human resources challenges.

GS-13

To qualify for the GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized Experience: One full year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as experience advising managers on federal human resources laws; advising management on recruitment methods and strategies; developing vacancy announcements; determining applicant qualifications and issuing certificates; administering guidance on pay, leave and benefits; advising supervisors on performance evaluations, feedback, and performance recognition techniques, ensure timely and accurate personnel action processing, conducting research to solve human resources challenges; and communicating findings and recommendations to managers and executive level management.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
