IT/OT Project Manager – NERC CIP / SCADALocation: Long Island, NY

Position Overview
We are seeking an experienced
IT/OT Project Manager to lead high-impact technology and infrastructure projects supporting
Transmission and Distribution SCADA environments within an electric utility organization.
The ideal candidate will combine strong
project management expertise with hands-on knowledge of
OT/SCADA environments and NERC CIP compliance. This is not a traditional IT project coordination role. The successful candidate must be able to work effectively with system operations engineers, network architects, technical teams, compliance personnel, and business stakeholders.
The Project Manager will be responsible for delivering projects involving hardware deployments, software upgrades, network modifications, system integrations, and commissioning activities while maintaining strict adherence to
NERC CIP requirements, operational reliability, safety, and security standards.
Key Responsibilities- Lead projects from initiation through closeout in accordance with established IT EPMO Stage Gate processes.
- Develop and manage project organizational structures, milestone schedules, project plans, and deliverables.
- Coordinate IT/OT infrastructure deployments supporting SCADA and utility operations.
- Help develop technical vision, end-to-end architectural solutions, and technology roadmaps.
- Identify and manage technical system dependencies and develop appropriate solutions.
- Partner with Supply Chain teams on RFPs, SOWs, vendors, and third-party managed/hosted solutions.
- Manage project risks, issues, assumptions, dependencies, and mitigation plans.
- Prepare weekly and monthly project status reports.
- Coordinate steering committee presentations and executive-level project communications.
- Ensure project documentation is completed accurately and on schedule.
- Coordinate and submit Stage Gate Scorecards and required EPMO documentation.
- Ensure project activities comply with NERC CIP standards and controls.
- Work closely with SCADA engineers, system operations, network architects, cybersecurity teams, compliance auditors, and technical leadership.
- Ensure projects meet schedule, budget, quality, security, and compliance objectives.
- Support projects through implementation, commissioning, and closeout.
Required Qualifications- 10+ years of Project Management experience within an electric utility environment.
- 10+ years of experience managing OT/SCADA projects.
- Proven experience delivering projects involving Transmission and/or Distribution SCADA environments.
- Demonstrated experience working with NERC CIP requirements and compliance controls.
- Experience successfully delivering projects through an active NERC CIP audit/compliance cycle.
- Strong understanding of the differences between IT and OT environments, including reliability, safety, high availability, deterministic operations, and cybersecurity.
- Experience managing technical infrastructure projects involving hardware, software, networks, systems integration, upgrades, and commissioning.
- Strong project planning, scheduling, risk management, and stakeholder management skills.
- Excellent written and verbal communication skills.
- Ability to communicate effectively with technical engineers, architects, operations teams, compliance personnel, and executive stakeholders.
Preferred Qualifications- PMP certification
- CISSP, CISM, or GCIP certification
- Experience with IT EPMO Stage Gate processes
- Experience with CMMI Level 3 environments
- Experience developing technical architectures and technology roadmaps
- Experience with RFP, SOW, vendor, and third-party solution management
- Utility cybersecurity experience
- SCADA, EMS, DMS, OMS, or other utility control-system experience
Ideal Candidate
The ideal candidate is a senior-level Project Manager who has spent significant time managing
OT/SCADA projects within an electric utility, rather than a general IT Project Manager. Candidates should be comfortable discussing
NERC CIP, BES Cyber Assets, SCADA infrastructure, network architecture, system operations, cybersecurity, and utility control environments with technical teams.
