This role is responsible for designing and delivering curriculum and learning materials and for managing all phases of training. Key Responsibilities
- Design, develop, coordinate, and maintain role-based curriculum, learning pathways, onboarding programs, and continuing education opportunities for employees.
- Translate technical business processes, policies, software applications, and operational workflows into engaging instructor-led and self-paced learning experiences.
- Partner with Business Process Analysts, department leaders, and subject matter experts to understand workflows and operational requirements.
- Participate in software implementations, system enhancements, and vendor demonstrations to develop training materials supporting organizational readiness.
- Learn new software applications and business processes quickly to effectively educate employees.
- Develop job aids, quick reference guides, videos, simulations, knowledge articles, and learning resources.
- Evaluate training effectiveness through assessments, observations, surveys, and performance metrics.
- Identify opportunities to improve operational processes through employee feedback and training observations.
- Coordinate DHA University learning initiatives, other learning management systems and maintain training records.
- Support compliance, regulatory, and PHA-specific training requirements.
- Track employee participation, course completion, certifications, and regulatory compliance requirements.
- Evaluate training effectiveness through assessments, observations, surveys, coaching sessions, and performance metrics.
- Assist in establishing DHA University standards, learning pathways, competency models, and professional development initiatives.
- Utilize emerging technologies and digital learning tools to improve employee learning experience and organizational effectiveness.
- Perform other related duties as assigned.
Knowledge and Skills:
- Knowledge in designing training programs and knowledge of instructional theory and learning principles.
- Knowledge of learning management software. Proficiency in MS Office Suite (Word, Excel and PowerPoint software), Adobe and database software
- Knowledge of adult learning theory, instructional design, and curriculum development.
- Knowledge of enterprise software, Learning Management Systems (LMS), and technology-enabled learning
- Ability to quickly understand business operations and translate complex workflows into meaningful learning experiences.
- Ability to master the full training cycle: assess needs, plan, develop, coordinate, monitor and evaluate.
- Skill in designing and delivering technical training programs including preparation of technical instruction manuals.
- Skill in assessing and prioritizing multiple tasks, projects, and demands.
- Skill in working under pressure of deadlines and establishing and maintaining cooperative working relationships with other DHA staff.
- Skills in effective communication, both verbal and written, including technical writing skills.
- Skill in interacting with people of different social, economic, and ethnic backgrounds.
- Skill in curriculum development, instructional writing, technical writing, and educational content creation.
- Skill in public speaking, presentation delivery, coaching, facilitation, and employee engagement.
- Skill in project coordination, organization, prioritization, and managing multiple initiatives simultaneously.
- Skill in establishing and maintaining effective working relationships with employees, management, vendors, and external partners.
- Strong analytical, problem-solving, interpersonal, and communication skills.
- Ability to maintain confidentiality while exercising sound judgment and professionalism.
MINIMUM QUALIFICATIONS:
Bachelor's degree in education, Organizational Development, Human Resources, Business Administration, Public Administration, Communications, or related field; or four (4) years' experience in designing and developing instructor-led training, e-learning, and classroom training, OR an equivalent combination of education and experience. Valid Texas State Driver's License required.
Preferred Qualifications
- Experience working within a Public Housing Authority (PHA), affordable housing organization, governmental agency, or public sector environment.
- Experience supporting Yardi Voyager or comparable enterprise software platforms.
- Experience developing role-based curriculum and organizational learning programs.
- Experience supporting enterprise software implementations, business process improvement, and organizational change initiatives.
- Background as an educator, instructional designer, workforce development specialist, corporate trainer, or learning consultant.
- Experience utilizing learning technologies and digital training platforms.
- Professional certifications in Learning & Development, Training, Instructional Design, Organizational Development, or Human Resources are desirable.
