Senior Staffing Specialist

Join C Evans Consulting (CEC) in supporting the U.S. Department of the Interior's Interior Business Center (IBC), one of the Federal Government's premier shared-service organizations. We are building a team of experienced Human Resources professionals to provide mission-critical HR support to Federal agencies nationwide. These positions offer the opportunity to work on complex, high-visibility Federal HR programs while collaborating with experienced HR practitioners in a fast-paced, customer-focused environment. Positions are primarily onsite at the Denver Federal Center in Lakewood, Colorado.

Senior Staffing Specialist – Federal HR (DOI IBC) CEC is seeking an experienced Senior Staffing Specialist to support DOI IBC's Human Resources Operations Division. This role serves as a senior advisor and technical expert on Federal recruitment and staffing operations.

Key Responsibilities:

• Lead delegated examining and merit promotion recruitment actions
• Provide strategic staffing guidance to Federal managers
• Develop job opportunity announcements and recruitment strategies
• Review qualification determinations and referral certificates
• Conduct complex qualification analyses
• Support workforce planning and hiring surge requirements
• Ensure compliance with OPM staffing regulations and DOI policies
• Mentor junior staffing specialists

Required Qualifications:

• Extensive Federal staffing and recruitment experience
• Deep knowledge of Delegated Examining and Merit Promotion procedures
• Experience using FPPS and WTTS
• Experience with USA Staffing and/or USAJOBS
• Strong knowledge of OPM qualification standards
• Ability to manage multiple simultaneous recruitment actions
• Current DEU Certification

Preferred:

• DOI, USDA, Treasury, VA, DHS, or large shared-service experience
