Role Overview: Seeking an experienced Project Manager (Change Management) to support a modernization initiative for the DC Government's procurement system. The role focuses on change management, project leadership, training coordination, and stakeholder engagement to ensure successful adoption of a new cloud-based procurement platform. This is onsite position with expected project length of 12+ Months.
Key Responsibilities:
Plan, manage, and monitor project activities, timelines, and status reports.
Develop and execute change management strategies aligning with organizational goals.
Create and maintain project artifacts, schedules, and dashboards in Microsoft Teams and SharePoint.
Oversee stakeholder communication, engagement, and progress reporting.
Assess change impacts on business processes, teams, and partners.
Identify potential resistance and implement risk mitigation measures.
Coordinate and track training, ensuring project team and end-user readiness.
Lead cross-functional collaboration between PMO, workstream leads, and technical teams.
Monitor project performance, measure outcomes, and recommend improvement actions.
Support organizational adoption of new systems, policies, and culture post-implementation.
Develop Agile and Microsoft Project schedules, roadmaps, and deliverable tracking.
Manage RAID (Risks, Actions, Issues, Decisions) process and maintain organized documentation.
Participate in PMO and Steering Committee meetings, providing updates and facilitating communication.
Required Qualifications:
Bachelor's degree in Change Management, IT, Communications, Business, or a related field (or equivalent experience).
Minimum 16 years of professional experience, including extensive project and change management.
Strong knowledge of Agile Scrum methodologies, including sprints and roadmaps.
Proven leadership in managing both on-site and remote project teams.
Excellent written and verbal communication skills across technical and non-technical audiences.
Expert proficiency in Microsoft Office (Word, Excel, PowerPoint).
Willingness to work on-site four days per week in Washington, DC.
Preferred Qualifications:
PMP certification.
Proficiency in Microsoft SharePoint and Teams.
