Overview
The Relationships Manager - Boston Tax Help Coalition (BTHC) coordinates volunteer recruitment and management for BTHCs Volunteer Income Tax Assistance (VITA) and Financial Check-Up (FCU) programs.
The position also supports the successful implementation of the VITA program by providing partner engagement,technical assistance, volunteer management, and operational support. Responsibilities also include coordinating marketing and communications activities in collaboration with the Worker Empowerment Cabinet communications team, organizing events, and advocating for tax benefits for low-income taxpayers.
Additionally, the position supports partnership management and enhances the overall
experience for volunteers, partner organizations, and taxpayers. The successful candidate will receive
training, mentoring, and hands-on experience to develop technical expertise in the IRS Volunteer
Income Tax Assistance (VITA) program while building the knowledge and skills needed to serve as a
trusted resource for BTHC staff, volunteers, and partner organizations.
Responsibilities
The general duties and responsibilities of the position include, but are not limited to, the information listed below.
Volunteer Recruitment and Management
Identify staffing needs for tax and FCU programs.
Build recruitment partnerships with organizations, colleges, and community groups.
Coordinate the development and dissemination of volunteer communications and outreach materials in collaboration with communications staff and interns.
Attend recruitment and promotional events.
Track recruitment efforts and volunteer data and serve as the primary operator of BTHCs volunteer management platform and related low-code/no-code systems.
Coordinate training schedules and resolve volunteer-related issues.
VITA Partner Support and Technical Assistance
Assist with tax site oversight and compliance with IRS VITA requirements.
Obtain and maintain IRS VITA Advanced Tax Law Certification, with training, mentoring, and support provided by BTHC, with additional IRS VITA certifications as appropriate to support program operations and provide technical assistance to site partners.
Work with partners to identify recruitment, production, quality, and other related goals.
Develop, maintain, and improve tax preparation job aids, technical reference materials, resource guides, and other tools for BTHC VITA partners and volunteers.
Identify recurring technical questions or operational challenges and proactively develop resources, trainings, and guidance to address them
Provide technical assistance, tax law support, and tax-related troubleshooting to BTHC VITA partner organizations throughout the tax season.
Research tax law questions and collaborate with the BTHC Director, IRS SPEC staff, and partner organizations to resolve technical issues.
Conduct in-person reviews of partner sites to ensure compliance with IRS VITA Quality Site Requirements.
Support partner training, IRS VITA certification, and implementation of IRS VITA policies and procedures.
Marketing and Communications Coordination
Coordinate the development of social media campaigns, promotional materials, and other content in collaboration with the Worker Empowerment Cabinet Communications staff and BTHC interns.
Coordinate the distribution of marketing content across BTHC channels and support submissions to City of Boston Digital and Communications teams.
Organize annual promotional and Volunteer Appreciation events.
Coordinate newsletter development by gathering and curating content from staff, volunteers, interns, and partners.
Support advocacy efforts for tax benefits for low-income taxpayers.
Monitor and respond to taxpayer inquiries via email.
Coordinate website updates and furnish content to the Worker Empowerment Cabinet Communications staff for final review and submission through City communications channels.
Other Tasks and Job Duties
Research resources to improve tax site experiences for taxpayers and volunteers.
Collect and report on select volunteer program data for grants and planning.
Recruit and supervise interns supporting content development, volunteer communications, and other program activities as needed.
Assist BTHC Director as needed.
Be knowledgeable about and collaborate with CWF staff and programing, as well as Office of Workforce Development programming.
Performs other related work as required
Minimum Entrance Qualifications
Three to four (3-4) years working with volunteers or comparable backgrounds
A bachelor's degree may be substituted for up to two (2) years of the required experience.
Excellent oral and written communication ,with the ability to coordinate communications across multiple audiences.
Exemplary organizational and project management skills, attention to detail, and ability to manage multiple projects simultaneously are critical.
Experience with the IRS Volunteer Income Tax Assistance (VITA) Program or individual income tax preparation is preferred, but not required. The successful candidate will receive training and mentoring to develop the technical expertise needed for the role.
Ability to obtain and maintain IRS VITA Advanced Tax Law Certification through employer-provided training and ongoing professional development, along with additional IRS VITA certifications as appropriate, and develop technical expertise in individual income tax preparation.
Demonstrated curiosity and willingness to learn new systems, develop technical tax expertise through the IRS VITA program, and improve program operations and partner resources.
Proficiency with Microsoft applications and Google Suite, and experience with or willingness to learn low-code/no-code software platforms used for volunteer management, workflow automation, and program operations.
Bilingual preferred (Spanish, Haitian Creole, Cape Verdean Creole, Chinese, and Vietnamese).
Ability to exercise good judgment and focus on detail as required by the job.
