DIVISION OVERVIEW:

Goodwill SWPA’s Human Services division is responsible for making Goodwill’s overarching vision a reality: enhancing people’s dignity and quality of life by strengthening communities and helping those with barriers to employment reach their full potential through workforce education and support. The Human Services division fulfills this mission providing high quality, outcome-oriented services for program participants by utilizing a comprehensive service delivery model covering a broad array of social programs.

DEPARTMENT OVERVIEW:

Within the Human Services Division is the Workforce Development Department. The Workforce Development Department is responsible for many of Goodwill SWPA’s employment services programs, which are designed to assist impacted individuals in obtaining and maintaining sustainable employment.  With a focus on the agency’s mission to “…help people improve their quality of life through work and related services,” the department collaborates both within the agency and with employers and social and community service providers to support participants in their employment goals. enhance service quality and accessibility to individuals and families served.  As a dynamic department crucial to Goodwill SWPA’s service model, Workforce Development continually seeks new and innovative ways enhance service quality and accessibility to individuals and families served.

PROGRAM SUMMARY:

Work Ready and SNAP EARN programs are administered by the state of Pennsylvania. They operate at a local level, through Partner4Work, and provide workforce development services to eligible participants who experience significant barriers to obtaining and maintaining meaningful employment. Participant eligibility focuses on low-income individuals who are enrolled in TANF and SNAP programs. Programs provide comprehensive job readiness, placement, training, and case management services, Services also aim to mitigate social barriers to employment. 

POSITION SUMMARY:

The Service Coordinator will be the main point of contact and support for Goodwill EARN & Work Ready participants. They will provide strength-based, holistic case management services related to all aspects of a participant’s life. The primary case management services will include assessing family strengths and barriers, goal planning, service coordination, and providing resources and referrals – as well as the support needed to access them. The Goodwill EARN/Work Ready holistic program design includes identifying ways to serve the entire family through multigenerational activities.

Status: Regular, Full-time, Non-exempt.

Location: Northside Common Miniseries -1601 Brighton Road, Pittsburgh, PA 15212.

External Hiring Range: $19.18 - $21.16.

Schedule: Monday - Friday, 8 AM to 4 PM.

Travel: Occasional travel may be required. 

RESPONSIBILITIES:

Assessments:

• Collect thorough information about participants and their families in areas such as existing supports, child care, transportation, housing, education, criminal background, employment, medical, mental health, substance use, barriers, strengths, and goals.
• Administer and interpret results of approved assessment tools.
• Ensure Bureau of Employment Programs (BEP) policies are met regarding types of assessments needed for each participant.

Goal Setting:

• Actively work with participants to identify their life goals, and collaboratively formulate specific and measurable plans to achieve them.
• Ensure all participants have a Monthly Planning Meeting to address Life Goal Plans.

Service Planning:

• In partnership with participants, work with EARN/WR Team, and relevant outside providers, to develop a Program Service Plan – focused on program goals and planned services to achieve them.
• Meet timeline benchmarks established by BEP, Partner4Work, and supervisor for plan development and signatures.
• Track and record progress toward all goals.

Service Coordination:

• Develop and maintain relationships with Goodwill personnel, community providers, funders, and other stakeholders.
• Maintain up-to-date knowledge of community resources as they relate to the needs of Goodwill participants.
• Lead the coordination of all services a participant needs to be successful in EARN/Work Ready.
• Collaborate with the participant, EARN/WR Team, and other appropriate parties to ensure the best services are being provided, and the service delivery method is the easiest possible for the participant.
• Advocate for the participant and family with internal and external providers, ensuring their voices and priorities are fairly considered.

Documentation:

• Maintain client digital files and case notes using guidelines established by program management and following BEP and Partner4Work policies and best practices.

Policies and Standards:

• Be aware of and follow guidelines for all applicable regulatory entities such as Department of Human Services, Department of Labor, and PA Department of Education.
• Communicate production/job specific expectations to the client; meet regularly with site management to ensure communication of business needs.

QUALIFICATIONS:

Education and Years of Experience:

• High School Diploma or Equivalent AND 4+ years of relevant experience. OR
• Associate's degree in Psychology, Rehabilitation Science, Social Work, or other related field AND 2+ years of relevant experience. OR
• Bachelor's degree in Psychology, Rehabilitation Science, Social Work, or other related field AND 1+ years of relevant experience.

Required:

• Experience locating resources and services for at-risk and/or vulnerable population.
  • Experience should include some or all of the following: Goal Planning, supporting clients with issues related to poverty, child care, transportation, food and housing insecurity, basic needs, unemployment, underemployment, criminal backgrounds, mental health and D&A issues, ID/DD. 

REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS:

• Candidates are expected to complete background checks assigned by Goodwill SWPA, including a National Criminal Background check, prior to their first day of employment.
• Candidates are expected to provide current, valid clearances (Child Abuse Clearance, FBI Fingerprints Clearance, and PATCH) prior to their first day of employment.
