Job Summary

This position is located in the Department of General Services (DGS), Protective Services Division (PSD). This position is an armed uniformed Supervisory Special Police Officer located in the Operations Branch, Protective Services Division (PSD). PSD is responsible for safeguarding property, employees of and visitors to government facilities, ensuring the security of owned, leased and occupied District of Columbia property.

This position serves as a Captain - Watch Commander in charge of one (1) of three (3) eight-hour (8) shifts or designated flex shift. The captain is involved in and responsible for the successful resolution of a variety of complex law enforcement activities, and topics requiring significant experience and training. Responsible for the management of activities that involve protecting buildings and grounds through the utilization of personnel for proper coverage of District occupied or owned facilities.

Duties & Responsibilities

Supervises subordinate Supervisory Special Police Officers. Coordinates staffing and deployment strategies to provide security coverage for assigned buildings and grounds, as well as patrol services. Prepares long-range schedules authorizing tours of duty for personnel. Assigns new officers to posts and conducts staff inspections, including evaluating subordinate supervisors and officers on duty and inspecting building and grounds. Identifies potential issues, discuss work conditions, training, staffing needs and addresses concerns with subordinates. Evaluates job performance and qualifications for promotion, conducts on-the-job training, and approves or denies long-term leave requests. Addresses grievances with subordinate personnel and investigates disciplinary matters.

Prepares a daily written Watch Commander Report detailing productive hours, building charge and reimbursable items. Estimates costs on manpower, equipment and resources, and submits recommendations for improving operations and reducing costs. Issues new procedures, revises existing ones, and ensures all officers are informed of policy changes. Maintains close liaison with occupant agencies, fire, police, and federal law enforcement officials, and interacts with building personnel.

Qualifications & Education:

Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licensures Certification and other Requirement

Must have and maintain valid driver''s license from their state of residence.

Must meet the physical requirements set forth in Title 6A by the District of Columbia in terms of qualifications for a Special Police Officer license, and to be certified by a licensed physician as physically and psychologically fit to perform the duties of a Special Police Officer. Incumbent must satisfactorily complete and pass all training and examinations related to DC Code and DC Municipal Regulations, obtaining a score of 70% or higher as a condition of continued employment. Incumbent must maintain a valid Special Police Officer Commission license from the Government of the District of Columbia authorizing him/her to carry a weapon. Incumbent is required to wear issued uniform and weapons at all times while on duty, in accordance with District regulations.

Working Condition/Environment

Work is typically performed in an office setting; however the incumbent may be required to respond to situations that are unpredictable and at times dangerous. The incumbent may be required to visit other locations from time to time.

Position Designation: This position has been deemed safety-sensitive. Accordingly, you must successfully pass a criminal background check and a drug test as a condition of employment, and will be subject to periodic criminal background checks and random drug and alcohol screening for the duration of your tenure.

Essential Designation: This position is designated as Essential pursuant to Chapter 12 of the D.C. Personnel Regulations, Hours of Work, Legal Holidays, and Leave.
