Would you like to be a creative part of making our beautiful state even better? At OIT, we provide secure digital services that put Coloradans first.

The Technical Architect serves as a critical public service leader within the Colorado Governors Office of Information Technology (OIT), providing senior technical leadership and owning the overall architectural direction of the myColorado Platform. This role connects statewide digital product goals with secure, highly accessible, reliable, and maintainable technical solutions designed to seamlessly and equitably serve all Coloradans and residents. You will be working in close collaboration with Product, Design, Operations, Engineering, QA, Security, state agency partners, and vendors. In this position, you will evaluate technical options, establish direction within delegated technical authority, and guide secure delivery across the entire platform to empower the public.

Role Scope

This role combines platform-wide architecture, governance, and technical assurance with retained operational responsibility for mobile app production releases, while routine software implementation is assigned to delivery engineers. The architectural scope includes iOS and Android mobile applications, backend microservices and APIs, administrative and verifier portals, data flows, cloud dependencies (AWS), and integrations with state agencies and third-party services.

Essential Duties:

  • Current & Target State Architecture: Lead current-state and target-state architecture, maintaining architectural diagrams, significant design decisions, and dependency mapping across the platform.

  • Technical Roadmap: Own the technical roadmap and recommend the priority and sequencing of technical debt, platform improvements, security remediation, and lifecycle work in partnership with Product and Operations.

  • Discovery & Feasibility: Participate in discovery with Product and Design to establish technical feasibility and ensure proposed user experiences account for accessibility, security, privacy, and system architecture prior to delivery commitments.

  • Solution & Data Design: Define and review solution designs, interface expectations, nonfunctional requirements, data boundaries, authoritative sources, and privacy considerations.

  • Release Approvals: Provide required architecture and technical-integrity approvals for mobile and backend releases under approved change-management procedures.

  • App Store Management: Retain authorized responsibility for submitting approved mobile builds and metadata to the Apple App Store and Google Play, managing production releases, and maintaining release records.

  • Backend Deployments: Provide backend production pull-request approvals during release windows while delivery engineers prepare changes, verify environment settings, and perform deployments.

  • Pre-Release Preparedness: Review release dependencies, compatibility, readiness, and rollback arrangements with Engineering, QA, Product, and Operations prior to release.

  • Platform Health: Oversee platform stability, library updates, SDK versions, dependency management, and code version control strategies.

  • Compliance Integration: Translate OIT security, accessibility, privacy, and architectural requirements into platform designs, acceptance criteria, and actionable engineering tasks, supporting Authorization to Operate (ATO) requirements.

  • Security & Disaster Recovery Planning: Lead the technical content and maintenance of the System Security Plan (SSP), Mobile Application Addendum, and Disaster Recovery Plan (DRP) alongside Security and Operations teams.

  • Vulnerability & Pen-Testing Coordination: Coordinate vulnerability scanning and penetration-testing activities, review findings with specialists, and establish remediation priorities.

  • Operational Evidence: Define and review monitoring, alerting, performance, and data-protection requirements using operational evidence to remediate systemic risks.

  • Major Incident Leadership: Lead platform-level technical investigation and decision-making during major incidents, coordinating engineers, cloud specialists, agencies, and vendors to restore service promptly.

  • Root-Cause Remediation: Contribute technical findings to root-cause analysis and define durable corrective work with designated incident and problem-management coordinators.

  • Cloud Spend & Infrastructure: Assist Operations and Cloud teams in managing the AWS spend plan; review cloud and vendor service usage/costs to recommend efficiency improvements.

  • Access Administration: Manage the provisioning and administration of user access for designated technical systems, environments, and tools.

  • Engineering Guidance: Guide and mentor engineers, resolve cross-team technical questions, and establish review practices allowing routine implementation decisions and peer reviews to be handled by delivery engineers.

  • Deliverable Quality Assessment: Assess the technical quality of internal and vendor deliverables against agreed designs, requirements, test evidence, and acceptance criteria.

  • Stakeholder Communication: Articulate technical options, decisions, risks, progress, and capacity constraints in clear terms to Product, management, state agency partners, and vendors.

  • Modernization Evaluation: Evaluate modernization opportunities, frameworks, tools, and vendor capabilities, outlining actionable paths to adoption.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

  • A minimum of five (5) years of experience in data architecture, solution architecture, data management, and information classification at the enterprise level.

  • Demonstrated ability to establish and guide end-to-end technical architecture across mobile applications (iOS and Android), backend services/APIs, cloud infrastructure (AWS), data flows, and external integrations.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

Preferred Qualifications:

  • Mobile & Cloud Platform Architecture: Extensive experience designing and maintaining enterprise-scale mobile architectures across iOS and Android platforms, integrated with AWS cloud infrastructure and backend microservices.

  • Identity & Authentication Integration: Demonstrated expertise with digital identity, Single Sign-On (SSO), OAuth/OIDC, and secure handling of sensitive public-sector data.

  • App Store Operations & Release Management: Hands-on experience managing Apple App Store and Google Play console administration, certificate/signing lifecycle, and production app releases.

  • Public Sector & Multi-Agency Collaboration: Proven track record of navigating state or government IT standards, multi-agency partner integrations, vendor management, and compliance requirements like the System Security Plan (SSP).

  • Strong software engineering background with the capacity to evaluate code, assess architectural and production risks, and guide technical implementation without acting as a routine feature developer.

  • Practical experience with secure and accessible solution design, identity and authentication protocols, sensitive data handling, service reliability, and security compliance (such as System Security Plans).

  • Proven ability to translate complex technical challenges into clear decision options, maintain clear architectural documentation, and align direction across Product, Operations, Security, Vendors, and State Agency Partners.

  • Demonstrated skill in leading through expertise and collaboration, mentoring delivery engineers, establishing technical review standards, and managing capacity constraints transparently.

  • Capability and authorization to oversee mobile app-store production releases (Apple App Store and Google Play), maintain privileged release access/signing credentials, and execute technical release readiness approvals.

  • Experience leading cross-functional technical investigation during major outages or incidents, driving root-cause analyses, and defining durable corrective solutions.
