JOB SUMMARY

Located in the nation's capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. OAG enforces the laws of the District, defends, and provides legal advice to the District's government agencies and protects the interests of District residents. This position is in the Office of the Solicitor General (OSG).

The Office of the Solicitor General handles high-profile matters of both local and national importance and is responsible for the District's administrative, civil, and criminal appellate litigation. The Office practices most frequently before the District of Columbia Court of Appeals, the United States Court of Appeals for the District of Columbia Circuit, and the Supreme Court of the United States.

DUTIES AND RESPONSIBILITIES

The Attorney is responsible for:

  • Handling a high volume of briefs and appellate arguments, principally in the D.C. Court of Appeals and the D.C. Circuit;
  • Advising trial divisions and client agencies on whether to consider appellate mediation or settlement;
  • Assisting colleagues in preparing for arguments through moot courts;
  • Drafting recommendations on whether to take an affirmative appeal from an adverse trial decision, seek rehearing en banc, or file a petition for certiorari;
  • Providing strategic advice to trial divisions, the Solicitor General, and the Attorney General on matters of significant importance;
  • Keeping abreast of developments in District and federal law; and
  • Performing other related duties as assigned.

QUALIFICATIONS AND EDUCATION

For the Grade 12, candidate must have at least 2-3 years of relevant specialized experience.

For the Grade 13, candidate must have at least 3-7 years of relevant specialized experience.

Substantial knowledge of District of Columbia law and appellate clerkship experience is highly desirable though not required. The candidate must have excellent oral and written communication skills, and outstanding legal research skills. The candidate must also possess the ability to multi-task in a fast-paced environment and strong interpersonal skills and the ability to build and maintain working relationships with stakeholders at all levels.

LICENSES AND CERTIFICATIONS

Incumbent must have a Juris Doctor (J.D.) from an American Bar Associated (ABA) accredited law school at the time of appointment.

The incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service shall remain a member in good standing of the District of Columbia Bar and be admitted to practice in the U.S. District Court for the District of Columbia during his/her employment in the Legal Service.

If not currently a member of the District of the Columbia Bar, prior to appointment, the successful candidate must send proof that his/her completed District of Columbia Bar application has been submitted to the District of Columbia Bar.

WORKING CONDITIONS/ENVIRONMENT

Work is primarily performed in an office setting. Generally, work is sedentary, some walking, handling, and carrying of light to moderately heavy objects (such as case records, briefcases, and exhibits) is required.

Tour of Duty: Monday-Friday; 8:45 am - 5:15 pm

In-person reporting with limited telework and flexible work schedules available upon eligibility.

Collective Bargaining Unit: This position is in the collective bargaining unit represented by AFGE Local 1403.

RESIDENCY PREFERENCE: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
