    Job Description

    Scope of Work

    The Utility Safety Technician supports the implementation and enforcement of company and customer safety programs, policies, and procedures to reduce workplace incidents and injuries through proactive hazard identification, employee engagement, and safety compliance efforts. This position will primarily support substation, underground utility, overhead distribution and transmission, and medium-voltage electrical construction projects, including cable pulling, terminations, excavation activities, civil work, and steel erection.

    The Utility Safety Technician works closely with project management, field supervision, and craft personnel to ensure compliance with OSHA standards, customer requirements, and company safety expectations. Reports directly to the assigned Project Manager - Utility Division with guidance from the Operations Manager. Regional travel is required.

    Responsibilities

    • Conduct routine field safety inspections and audits on utility, substation, and underground electrical construction projects.
    • Monitor compliance with OSHA regulations, company policies, customer requirements, and site-specific safety plans.
    • Assist in developing and implementing accident prevention programs and project-specific safety initiatives.
    • Participate in pre-task planning, Job Hazard Analyses (JHAs), daily safety meetings, and safety stand-downs.
    • Identify hazardous conditions and unsafe work practices and work with project teams to implement corrective actions.
    • Support safe work practices related to:
    • Medium-voltage cable pulling and terminations
    • Underground utility construction
    • Excavation and trenching operations
    • Overhead distribution and transmission
    • Substation construction and maintenance
    • Electrical hazard recognition
    • Steel erection activities
    • Confined space entry
    • Verify compliance with required permits and safe work procedures.
    • Conduct and document incident, injury, near-miss, and property damage investigations in a timely manner.
    • Facilitate and administer Company Toolbox Talks and other safety communications.
    • Participate in loss control efforts involving employee injuries, equipment damage, vehicle incidents, and site security.
    • Maintain safety records, inspection reports, training documentation, and compliance files for internal and external audits.
    • Assist with employee onboarding, orientation, and project-specific safety training.
    • Prepare safety reports, audit findings, corrective action tracking logs, and statistical reports as required.
    • Respond to safety concerns and provide guidance to supervisors and field personnel.
    • Assist during customer audits, OSHA inspections, and regulatory reviews.
    • Support emergency response planning and incident preparedness activities.
    • Assist the Safety Director with safety presentations, company initiatives, and special projects.
    • Perform other duties as assigned.

    Minimum Requirements

    Education

    • High school diploma, GED, or equivalent combination of education and experience.

    Experience

    • Minimum of 5 years of safety experience supporting utility construction, electrical construction, industrial construction, substations, underground utilities, or related industries.
    • Experience supporting:
    • Substation construction and maintenance
    • Underground utility installations
    • Overhead distribution and transmission installations
    • Medium-voltage cable pulls and terminations
    • Civil construction activities
    • Excavation and trenching operations
    • Steel erection projects
    • Strong understanding of OSHA construction regulations, hazard recognition, and safety compliance requirements.
    • Experience conducting field inspections, incident investigations, and safety training.

    Required Certifications

    • OSHA 30 Construction
    • Current First Aid/CPR/AED Certification
    • Minimum Approach Distance (MAD) Training
    • Confined Space Training
    • Excavation and Trenching Safety Training
    • Touch and Step Potential Awareness Training
    • Steel Erection Safety Training
    • Civil Construction Safety Training

    Preferred Certifications

    • Certified Utility Safety Professional (CUSP)
    • OSHA 510 Occupational Safety and Health Standards for the Construction Industry

    License Requirements

    • Valid drivers license with an acceptable driving record.
    • Ability to travel to project locations as required.

    Specialized Skills

    • Strong knowledge of utility and electrical construction safety principles.
    • Understanding of electrical hazards, energized work environments, grounding, and utility industry best practices.
    • Excellent interpersonal, communication, and coaching skills.
    • Strong organizational and administrative abilities.
    • Proficiency with Microsoft Office and safety management software.
    • Ability to influence safe behaviors and build positive working relationships with employees, supervisors, contractors, and customers.
    • Ability to work independently in a dynamic field environment while managing multiple priorities.
