JOB SUMMARY/PURPOSEThe Director of Enterprise Data & Platforms will serve as a technical leader and strategic partner to the CIO, responsible for defining and executing the enterprise data strategy across the organization. This role requires a hands-on leader with deep expertise in Oracle Energy & Water platforms, Oracle data integration/analytics platforms (FAIDP & UAIDP), and Microsoft Fabric, who can architect scalable, enterprise-grade data solutions while leading high-performing data teams. The ideal candidate brings a strong background in the utilities industry and has built complex, enterprise data models and platforms leveraging data from Oracle CCS/CC&B, OFS, WACS, ERP, and PPM systems. This leader will drive the transformation to a modern lakehouse architecture in Microsoft Fabric, enabling enterprise analytics, operational intelligence, and AI readiness.ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS<ul><li>Serve as the enterprise data architecture leader reporting directly to the CIO. </li><li>Define and execute the enterprise data strategy, roadmap, and modernization initiatives. </li><li>Act as the primary technical authority on data architecture, platforms, and integration across the organization. </li><li>Partner with executive leadership to align data strategy with business, regulatory, and operational goals.</li><li>Lead the design and evolution of a modern data platform using Microsoft Fabric (Lakehouse, Warehouse, OneLake).</li><li>Establish enterprise architecture standards, patterns, and governance frameworks.</li><li>Drive adoption of scalable, reusable data products and domain-driven architecture. </li><li>Provide deep technical leadership in designing enterprise data models and dimensional schemas. </li><li>Architect integrated data models across: <ul><li>Oracle Customer Care & Billing (CCS / CC&B) </li><li>Oracle Field Service (OFS) </li><li>Oracle Work and Asset Cloud Service (WACS) </li><li>ERP systems (including Oracle Fusion ERP) </li><li>Oracle Project Portfolio Management (PPM)</li></ul></li><li>Leverage and integrate data from:<ul><li>FAIDP (Fusion Analytics / Integration Data Platform)</li><li>UAIDP (Utilities Analytics / Integration Data Platform) </li></ul></li><li>Ensure delivery of high-quality, conformed data models supporting enterprise analytics and reporting.</li><li>Own the architecture and implementation of Microsoft Fabric capabilities, including:<ul><li>Lakehouse and Warehouse design</li><li>Data Factory pipelines and orchestration</li><li>OneLake data strategy </li><li>Power BI semantic layer architecture </li></ul></li><li>Lead the transition to modern lakehouse and medallion architectures (Bronze/Silver/Gold). </li><li>Ensure platform scalability, performance, security, and cost optimization. </li><li>Oversee design of enterprise data pipelines, ingestion frameworks, and Chage Data Capture (CDC) strategies. </li><li>Ensure seamless integration of Oracle operational systems and Oracle data platforms (FAIDP/UAIDP) with Microsoft Fabric. </li><li>Guide engineering teams on best practices for data transformation, storage, and access. </li><li>Establish enterprise-wide data governance, metadata management, and data quality frameworks. </li><li>Ensure compliance with regulatory requirements common in utility environments. </li><li>Promote a culture of trusted, governed, and high-quality data. </li><li>Build and lead a high-performing data architecture and engineering team. </li><li>Mentor architects and engineers, setting technical standards and career development paths. </li><li>Lead cross-functional collaboration across IT, operations, finance, and analytics teams.</li></ul>MINIMUM REQUIREMENTSMinimum education required of the position<ul><li>Bachelor’s degree in Computer Science, Information Systems, Data Engineering, or a related field; equivalent combination of education and relevant work experience may be considered in lieu of a degree</li></ul>Minimum experience required of the position<ul><li>10+ years of experience in data architecture, data engineering, or enterprise data leadership </li><li>5+ years in a leadership role (Manager, Sr. Manager, or Director level)</li></ul>Minimum knowledge, skills and abilities preferred of the position<ul><li>Deep hands-on experience with Oracle Energy & Water platforms, including: <ul><li>CCS / CC&B </li><li>OFS </li><li>WACS </li><li>Fusion ERP</li></ul></li><li>Strong knowledge and hands-on experience with: <ul><li>FAIDP (Fusion Analytics / Integration Data Platform) </li><li>UAIDP (Utilities Analytics / Integration Data Platform)  </li></ul></li><li>Proven experience integrating Oracle Fusion ERP, utilities systems, ERP, and PPM data into enterprise data platforms </li><li>Strong expertise in enterprise data modeling and dimensional design (star schemas, conformed dimensions)</li><li>Extensive hands-on experience with Microsoft Fabric, including:<ul><li>Lakehouse</li><li>Warehouse </li><li>Data Factory </li><li>OneLake </li><li>Power BI semantic models</li></ul></li><li>Strong SQL, data transformation, and data architecture design skills </li><li>Demonstrated experience leading enterprise-scale data platform implementations </li><li>Preferred:<ul><li>Experience within electric, gas, or water utilities </li><li>Experience with data governance tools and frameworks </li><li>Familiarity with AI/ML data enablement and advanced analytics platforms </li></ul></li></ul>Any certificates, licenses, etc. required for the position<ul><li>Preferred: Microsoft or Azure data certifications</li></ul>Physical Requirements<ul><li>Able to operate a personal computer, either desktop or laptop. </li><li>Able to sit for extended periods of time. </li><li>Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment. </li><li>Able to exert up to 10 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.</li></ul>Working ConditionsThe Physical Demands described here are representative of those that must be met by an employee to successfully perform the Accountabilities and Essential functions of the job. Overview:
The Building Automation Systems (BAS) Project Representative serves as the IS Delivery project team's technical authority and client advocate, responsible for planning, procurement strategy, construction oversight, system activation, and operational turnover of building automation and controls systems. This role ensures BAS infrastructure is capable of and supports all required project outcomes, including technical requirements, operational stability, resiliency, regulatory compliance, and financial obligations. The position provides leadership across architects, engineers, controls contractors, mechanical contractors, commissioning agents, and facility operations teams, ensuring that building automation systems are designed for performance, maintainability, cybersecurity, and long-term operational value.

Responsibilities:
• BAS Planning & Program Development • Support the project team by developing BAS procurement, contracting, and execution plans for IS Delivery portfolios. • Ensure compliance with controls architecture, integration strategies, and interoperability standards. • Collaborate with Engineering, Data Delivery, M&V, and Analytics to ensure system requirements for HVAC controls, central plants, critical environments, energy management, and fault detection systems are delivered by the construction team. • Collaborate with ENFRA and client facilities leadership to align BAS systems with ENFRA designs specific to the project portfolio, required operational reliability, energy efficiency, and sustainability goals. • Lead technology evaluations for all proposed solutions, systems, platforms, and components • Ensures bidder qualifications and quality control programs meet ENFRA requirements • Design Collaboration with Project Engineering Team: • Collaborate on design and submittal documents for building automation systems. • Support Engineering teams to ensure compliance with: • ENFRA standards • Owner requirements • Industry standards and best practices • Regulatory requirements • Cybersecurity and IT standards • Coordinate BAS integration with: • HVAC systems • Central utility plants • Electrical monitoring systems • Lighting controls • Security and life safety systems • Analytics • Measurement and Verification • Participate in design reviews, constructability reviews, and value engineering efforts. • Procurement & Contracting • Develop procurement documents and solicitations for control systems and integration platforms. • Prepare and review for bidders: • BAS specifications • Bid packages • Vendor qualification criteria • Evaluate contractor proposals and recommend vendor selection. • Ensure procurement aligns with open protocol standards (BACnet, Modbus, etc.) and owner interoperability requirements. • Construction Team Support • Provide technical support during construction to ensure proper installation of: • BAS infrastructure • Controls hardware • Field devices • Network architecture • Provide support with reviewing: • Submittals • Controls drawings • Sequence of operations • Network architecture diagrams • Monitor project progress to ensure adherence to schedule, budget, and quality standards. • Commissioning & Functional Performance • Support building automation commissioning activities as required by ENFRA • Collaborate with contractors, engineers, and commissioning authorities to ensure rapid, practical resolution of issues that impede project outcomes. • System Integration & Data Strategy • Support BAS integration with enterprise systems including: • Energy management platforms • Analytics and fault detection systems • CMMS / asset management systems • IoT platforms • Facilitate data architecture and naming conventions to support long-term analytics and reporting when required. • Support Turnover & Operational Readiness • Assist with documentation, training, and system turnover to facility operations teams. • Review: • As-built documentation • Graphics • Control narratives • O&M manuals • Facilitate BAS training programs for facility staff. • Support post-occupancy system optimization and performance tuning as required

Qualifications:
Required Education, Experience, and Qualifications • 10+ years experience in building automation systems design, construction, commissioning, or operations. • Experience with complex facilities such as: • Hospitals • Research laboratories • Pharmaceutical facilities • Mission-critical environments • Large commercial buildings • Experience managing BAS through the full project lifecycle. Preferred Education, Experience, and Qualifications • Strong knowledge of: • HVAC control systems • BAS architecture and integration • Open protocol communications (BACnet, Modbus, LonWorks) • Central plant automation • Laboratory and healthcare environmental control • Commissioning processes • Control sequences and system optimization • Building energy management systems • BAS cybersecurity best practices • Preferred Qualifications • Certified Healthcare Facility Manager (CHFM) • Certified Energy Manager (CEM) • Certified Commissioning Professional (CCP) • LEED Accredited Professional • Professional Engineer (PE)  

Pay Range:
USD $101,610.00 - USD $135,645.00 /Yr.
