The Clinical Operations Officer provides executive leadership for Solano County's Federally Qualified Health Center (FQHC) system within the Health and Social Services Department, with responsibility for health center operations and performance, strategic planning, patient access and service delivery, financial stewardship, regulatory compliance, quality improvement, workforce leadership, and organizational effectiveness. As a public agency health center operating under a co-applicant governance structure, Solano County and the Community Health Board carry out their respective Health Center Program responsibilities, with the Board exercising the governance authorities required by HRSA, including oversight of the Project Director/CEO, budget and applications, services and hours of operation, strategic planning, financial and quality performance, and achievement of Health Center Program objectives.
