SALARY: $25.76 per hour VACANCY: At the present time, there is one full time, 35 hour per week, opening in the Schuyler County Department of Social Services office. The person hired will need to take a Civil Service test at a later date and be reachable on the list to gain permanency in the position. RESIDENCY REQUIREMENT: Candidates must have been legal residents of Schuyler or a contiguous (Chemung, Seneca, Steuben, Tompkins and Yates) county for at least one month immediately preceding the date of application DISTINGUISHING FEATURES OF THE CLASS: The position involves responsibility for performing complex bookkeeping activities in the assigned department. Incumbent also performs clerical duties as assigned. The work is performed under the supervision of the Department Head and/or Deputy Department Head with leeway allowed for exercise of independent judgment. Supervision may be a requirement of this class dependent on department assignment. Does related work as required. TYPICAL WORK ACTIVITIES: (*Dependent on Department assigned to.) </div><ul><li>Reviews a variety of complex financial documents, classifies them and distributes items into a variety of accounts according to prescribed procedures and policies.</li><li>Responsible for maintaining ledgers including posting figures to appropriate accounts, making all necessary adjustments, and verifying and reconciling balances.</li><li>Reviews status of accounts as adjustments are made and takes appropriate action as to authorizing payment, issuing checks or preparing bills.</li><li>Tracks, audits, and monitors a variety of accounts which may include grants received by various departments within the County.</li><li>Verifies adjustments are made to correct allocations and issues reports as required.</li><li>Prepares complex financial or statistical summary reports.</li><li>Prepares accounting and financial statements, form letters, vouchers, and reports.</li><li>Contacts clients, vendors, or other agencies to obtain additional information.</li><li>Responds to inquires on status of accounts of other financial matters by providing information orally or in writing.</li><li>Processes, sort, indexes, records and files a variety of records and reports.</li><li>Operates calculator, personal computer, and other office equipment.</li><li>Assists in preparation of figures and reports for use in budget preparation.</li><li>Manages expenditures to maintain budgetary controls.</li><li>Maintains records of receipts and expenditures on a daily basis..</li><li>Maintains accurate financial records and completes financial reporting of documents as required for each funding source including preparation of federal and state aid claims and monitoring reimbursement for multiple funding streams;.</li><li>Track bail payments and exoneration letters for release through manual check process; Process reimbursements as requested through manual check process.</li><li>Process seized assets and restitution payments as requested by the DA’s Office.</li><li>Prepare tax searches upon request from law firms/real estate agents.</li><li>Assist taxpayers with room tax forms, prepare certificates for registry.</li><li>Assist students with certification of residency forms and prepare certificate for signature.</li><li>Review chargebacks for residency to college; Enter and maintain vendors.</li><li>Assist with preparation of 1099s.</li><li>Weekly or monthly audit processing.</li><li>Setup and maintain installment agreements for taxpayers.</li><li>Must have working knowledge of NY Real Property Tax law to ensure accuracy in collection and providing information to taxpayers.</li><li>Maintains stock of commonly used office supplies, postage paid envelopes, etc.</li><li>Maintains records and work orders for services in compliance with record retention schedule.</li><li>Assists other departmental staff with requisitions, vouchers, and general financial system inquiries. </li></ul><div> MINIMUM QUALIFICATIONS:</div><ul><li>Possession of an Associate’s Degree in Accounting, Business Administration, or a closely related field* and one year of responsible bookkeeping experience which involved the maintenance and review of financial accounts and records.</li><li>Graduation from a business certificate program that includes coursework in accounting and two years of experience as described in A.</li><li>Graduation from high school or possession of a general equivalency diploma and three years of experience as described in A. </li></ul><div> Note: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
