Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Conducting budgetary and financial activities on behalf of Management Directorate (MGMT) and Office of the Secretary and Executive Management (OSEM) program offices including, programming, formulation, apportionment and allotment of budget authority, payment management, funds approval, funds certification, obligation, deobligation, and reimbursement; 2) Leading MGMT and OSEM program offices budgetary staff, serving as a subject matter expert on the programming, formulation, or execution activities that comprise the HQFA budget and finance scope of work; 3) Developing and independently monitoring the spend plans of MGMT and OSEM program offices to ensure their adherence to appropriations law, and Federal and Departmental financial management policy; and 4) Organizing, planning, directing, and leading staffs. The position supports the management of the full range of Programming, Budgeting, and Execution activities and services that build and execute the Management Directorate (MGMT) and Office of the Secretary and Executive Management (OSEM) budgets in collaboration with DHS leadership, the Office of Management and Budget (OMB) and Congress.
