This position will conduct periodic inspection of intrastate pipeline operators engaged in the transportation of natural gas, liquefied petroleum gas or hazardous liquids, perform onsite reviews of operations, maintenance, emergency, control room management, operator qualification, integrity management, public awareness, damage prevention and drug and alcohol procedures for compliance with federal and state pipeline regulations; review pipeline operator records to evaluate for compliance with operator established procedures; conduct field inspections of construction activities to monitor compliance with written plans, drawings, project specifications and federal and state regulations; receive and resolve citizen complaints and requests for assistance; participate in team inspections; assist with investigations of pipeline accidents, incidents, safety related conditions and other failures, including collection of evidence and preparing reports; assist with collection and evaluation of operator and divisional metrics for risk analysis; review operator calculations and designs for maximum allowable operating pressure, remaining strength calculations, pressure relief device capacity, imposed loads on pipelines, and compliance with electrical safety components for pipeline facilities; support federal inspectors as needed; document all inspections, reviews and investigations in the appropriate electronic databases; helps maintain databases; monitor and track various compliance activities and perform follow-up inspections; and periodically on call monitoring division emergency contact number. This position may draft correspondence to operators; research information regarding new operators and work with new operators to ensure understanding of regulatory requirements; assist with training for operators and other inspectors, including participation with the state pipeline safety seminar; and mentor new or less experienced inspectors.
