Supervising Addictions Counselor Assistants and Addiction Counselors 1. Minimum Qualifications Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement - Statewide (HELPS) program if they are registered as a CASAC-Advanced Counselor or CASAC Master Counselor in New York State and have one year of post-registration addictions counseling experience in a certified or licensed program.
