Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Leading, directing, or managing emergency management response programs, disaster operations, or incident support operations at a regional, state, tribal, territorial, federal, or equivalent organizational level; AND Managing or supervising subordinate supervisors, senior emergency management specialists, program managers, or multidisciplinary teams responsible for disaster response, deliberate planning, logistics, operations, incident management, communications, resource coordination, training, exercises, and emergency operations center activities; AND Coordinating emergency management programs and disaster response activities with senior officials from federal, state, local, tribal, territorial, nongovernmental, private-sector, and elected leadership organizations to support response operations, resolve complex issues, and improve program delivery; AND Developing, implementing, or evaluating emergency management policies, plans, procedures, priorities, performance measures, staffing requirements, budgets, or resource allocation strategies for a major response program or organization; AND Serving in a senior leadership role during disasters, emergencies, exercises, or incident management operations, including coordinating response resources, advising senior leadership, supporting operational decision-making, or representing an organization in an emergency operations center, incident support, or field response environment.
