Qualifying specialized experience must demonstrate the following: Experience providing financial management advice and analysis to management on budget execution, funds control, accounting, or financial reporting issues involving multiple appropriations, fiscal years, or funding sources; Experience interpreting and applying Federal appropriations law, OMB guidance, and agency financial management policies to resolve financial issues and recommend courses of action; Experience leading or coordinating the delivery of financial management services (e.g., budget development, allotment management, funds availability certification, obligation recording, account reconciliations, or financial reporting) for multiple organizations, offices, or programs. Leads FAST, providing leadership, strategic direction, and technical oversight of centralized financial management support to designated overseas INL posts under approved SLAs for Budgets and Financial Plans (6211) and Accounts and Records (6221).
