The PWS expressly assigns the Contractor Program Manager responsibility for overall direction and oversight and identifies schedule, financial, earned-value, TBM, performance, knowledge, resource, change, quality, requirements, risk, and communications management among the required program-management disciplines . This position requires a leader capable of managing highly cleared technical personnel supporting mission-critical cybersecurity, telecommunications, network engineering, cryptographic, software, logistics, and COMSEC operations.
