Mastery of data management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining database systems sufficient to lead projects to develop and implement new data management schema; plan and coordinate the development of data structures and access strategies in alignment with current and future mission requirements; identify system requirements; validate data sources; and establish testing and implementation support procedures. Examples of creditable experience includes mastery of advanced IT principles, concepts, methods, policies, and advancements related to the design, development, and testing of applications, both hardware and software, sufficient to lead IT systems development projects from design to support; to evaluate the effectiveness of systems and services; and to provide advice on and devise solutions to a wide range of IT issues.
