Solicits, analyzes, and evaluates quotations, bids, and proposals for goods and services and recommends or approves award of the Contract/Purchase Order and Blanket Purchase Orders (BPO), ensuring that all purchases comply with the regulatory, organization and FTA policies and accepted practices.
