Build the Team.</h3>We’re looking for a Recruiter (Pipeline Builder) who knows how to hunt.This role is about building a strong, consistent pipeline of experienced construction talent - Project Managers, Travelling Superintendents, and skilled trades - so our projects are never waiting on people.You’ll work closely with Operations leaders, stay ahead of hiring needs, and take full ownership of outbound recruiting. If you’re energised by sourcing, relationship-building, and measurable results - this role is for you.<h3>What You’ll Do</h3><ul><li> Proactively source and engage experienced construction professionals across the U.S. </li><li> Build and maintain a 3× qualified candidate pipeline for every open role. </li><li> Lead outbound recruiting through LinkedIn, job boards, Facebook trade groups, referrals, and targeted outreach. </li><li> Partner closely with Ops Directors to anticipate 30–60 day hiring needs. </li><li> Manage candidates through the full hiring journey - from first conversation to offer acceptance. </li><li> Track pipeline health, outreach activity, and hiring outcomes using clear metrics. </li><li> Strengthen Singleton’s employer brand through professional, human, and consistent candidate experiences. </li><li> Support rehire and referral campaigns in partnership with field leaders. </li></ul><h3>What We’re Looking For</h3><ul><li> 3+ years of recruiting experience (construction, skilled trades, or operational roles preferred). </li><li> Strong outbound sourcing skills - you’re comfortable initiating conversations and following up. </li><li> Experience hiring Project Managers, Superintendents, or skilled trades is a big plus. </li><li> Highly organised, metrics-driven, and able to manage multiple roles at once. </li><li> Confident communicator who builds trust with both candidates and internal leaders. </li><li> Comfortable working in a fast-moving, project-driven environment. </li></ul><h3>How You’ll Be Measured</h3><ul><li> Maintain 3× qualified pipeline per open role. </li><li> Average time-to-fill of 45 days or less. </li><li> 400–500 outbound contacts per month. </li><li> 70%+ offer acceptance rate. </li><li> 85%+ retention of hires past 6 months. </li></ul><h3>Why Singleton</h3>Singleton is a people-first, execution-driven construction company growing toward $200M in revenue. We serve Southeastern and Central Ohio with a comprehensive array of behavioral health and other services – working with local partners to promote healthy people and strong communities. All of our services are intended to be collaborative and personalized for the individual.The Director of Talent & Development is responsible for building and sustaining the organization’s people pipeline, overseeing talent acquisition, onboarding, learning and development, leadership growth, and workforce partnerships.This role integrates recruiting and development into a unified strategy that strengthens workforce readiness, retention, and leadership capacity while supporting organizational growth and change. The salary range for this position is $117,250.00 to $142,927.10 per year based on experience.Essential Functions:Talent Acquisition & Staffing Strategy<ul><li>Leads recruitment strategy and execution for all positions across the organization.</li><li>Demonstrated expertise in executing both traditional and strategic talent management strategies.</li><li>Sound knowledge of employment programs, policies, laws, and regulations</li><li>Develops scalable hiring infrastructure to support high-volume, enterprise-level recruiting.</li><li>Provides guidance and expertise on staffing strategies and the acquisition of key talent.</li><li>Strengthens employer branding, candidate experience, and hiring outcomes.</li><li>Works collaboratively across the HR organization, partnering with HR leaders to align and strengthen processes and execution.</li></ul>Onboarding & Workforce Readiness<ul><li>Oversees onboarding programs to ensure new hire readiness, engagement, and early success.</li><li>Aligns onboarding with compliance requirements, role expectations, and organizational culture.</li><li>Partners with operations to reduce early turnover and accelerate productivity.</li></ul>Learning & Development<ul><li>Develop and implement a cohesive enterprise learning and leadership strategy aligned with Strategic Initiatives and organizational priorities.</li><li>Builds strong partnerships with departments and leaders to support, coordinate, and monitor training efforts, ensuring compliance, role-based, clinical, and professional development content is effectively delivered and completed.</li><li>Oversees training delivery, LMS administration, instructional design, and curriculum development.</li><li>Evaluates training effectiveness and ensures alignment with strategic priorities and performance needs.</li></ul>Leadership Development, Succession & Performance Growth<ul><li>Designs and implements leadership development programs aligned with organizational values and future needs.</li><li>Supports performance management frameworks and leadership capability development.</li><li>Identifies high-potential talent and builds internal pipelines for succession and growth.</li></ul>Organizational Change & Workforce Development<ul><li>Partners with executive leadership on organizational change initiatives impacting people, structure, and workforce readiness.</li><li>Develops strategies to align people, processes, and systems to improve engagement, retention, and job satisfaction.</li></ul>Workforce Partnerships & Internship Programs<ul><li>Leads workforce partnerships, internships, and externship programs.</li><li>Builds relationships with educational institutions and external partners.</li><li>Ensures programs are structured, compliant, and contribute to long-term talent pipelines.</li></ul>Analytics and Management<ul><li>Tracks talent and development metrics, including but not limited to time-to-fill, retention, onboarding effectiveness, and leadership pipeline health.</li><li>Reports metrics to senior leaders and discusses trends and responses to the data.</li><li>Manages the Talent & Development budget.</li><li>Directly supervises leaders in Talent Acquisition, Learning & Development, and Workforce Initiatives.</li></ul>Minimum Requirements:<ul><li>A bachelor’s degree in Human Resources, Organizational Development, Education, or a related field is required.</li><li>A master's degree in Human Resources, Organizational Development, Education, or a related field is preferred.</li><li>PHR/SHRM-CP or SPHR/SHRM-SCP preferred.</li><li>8 years of experience in talent acquisition, learning & development, or workforce development is required.</li><li>5 years of leadership experience in talent acquisition, learning & development, workforce development, or a related field is required.</li><li>Experience in healthcare, behavioral health, or other mission-driven service organizations strongly preferred.</li><li>Demonstrated success in building recruiting, onboarding, and development systems at scale.</li><li>Strong interpersonal, analytical, and strategic communication skills.</li><li>Proven knowledge of human resources functions, laws, and regulations.</li><li>Knowledge of strategic relationship building and conflict resolution is required.</li><li>Demonstrated strong leadership and interpersonal skills.</li><li>Able to effectively communicate through verbal/written expression.</li><li>Travel within designated service
