Provides management advisory services to commanders, directors, supervisors, and senior managers on manpower requirements, organization structure, program cost analysis, workload measurement, process improvement, resource use, outsourcing, privatization, insourcing, and related manpower issues when applicable. Knowledge of the missions, functions, programs, and organizational relationships of serviced activities sufficient to conduct studies, assess manning and skill-level needs, and recommend supportable manpower and organization actions.
