p>Knowledge of/or ability to learn Human Resources data base systems; ability to become NCIC/FCIC certified; knowledge of federal laws affecting personnel policy, rules, and regulations; knowledge of the Personnel Regulations for State and County funded court employees; knowledge of and ability to use a personal computer, word processing applications, and spreadsheets; ability to organize work, establish priorities, and meet deadlines; ability to communicate effectively; ability to deal tactfully and patiently with employees and the general public; ability to use independent judgment and discretion concerning confidential information; and ability to plan, organize and complete special assignments with minimal supervision. The Human Resources Specialist II receives and logs applications for vacant positions; coordinates interviews for vacant positions, prepares interview schedules, conducts FCIC/NCIC background checks, checks references; receives employee time sheets monthly and biweekly; checks for adherence to FLSA regulations; posts in database; prepares time accrual reports and distributes to employees; coordinates and administers testing for court positions as required; scores tests; and maintains records.
