Assures assessment of staff training needs and implementation of staff training; ensures that proper staff and volunteer training is conducted; Monitors the implementation of staffing patterns to determine utilization/efficiency; Maintains liaison with City of Buffalo Civil Service Administration to assess recruitment problems or suggestions relative to staff positions; Ensures that all Civil Service and Union requirements are met for hiring; Conducts all interviews of potential staff candidates; Conducts and reviews performance evaluations of all staff; Signs and approves payroll and authorizes all expenditures; Authorizes all time off requests and oversees adequate coverage for all units and sites; Directs annual and long term program and budget planning and assures consistency with stated priorities of the City of Buffalo.
