The Cincinnati Metropolitan Housing Authority (CMHA) is seeking an experienced, strategic, and results-oriented Chief Financial Officer (CFO) to provide executive leadership for the Authority’s financial operations and related enterprise services. Reporting to the Chief Operating Officer (COO), the CFO serves as CMHA’s senior financial executive and provides strategic financial guidance to the CEO, COO, Executive Team, and Board of Commissioners.
The CFO will oversee an annual operating and program budget exceeding $130 million and provide leadership for Finance & Accounting, Procurement/Purchasing, Inventory/Warehousing, Fleet, and Campus Facilities. The position is responsible for ensuring sound financial stewardship, strong internal controls, regulatory compliance, operational efficiency, and long-term financial sustainability across CMHA and its instrumentalities.
Key Responsibilities:
- Provide strategic financial leadership, long-range financial planning, forecasting, and enterprise risk management.
- Lead the development, consolidation, monitoring, and reporting of CMHA’s operating and program budgets.
- Direct financial reporting, audits, GASB-compliant financial statements, and Single Audit requirements.
- Oversee treasury, cash management, banking relationships, general ledger operations, reconciliations, and financial controls.
- Develop and maintain effective financial policies, procedures, internal controls, and compliance practices.
- Provide executive oversight of procurement and purchasing, ensuring compliance with HUD, federal, state, local, and CMHA requirements.
- Oversee Inventory/Warehousing, Fleet, and Campus Facilities operations with a focus on efficiency, asset management, safety, and cost effectiveness.
- Champion financial technology, automation, data analytics, ERP systems, and emerging financial technology and AI initiatives.
- Partner with Development leadership on financing strategies, pro formas, capital stacks, LIHTC transactions, HUD programs, and other affordable housing financing opportunities.
- Serve as a key liaison with auditors, HUD, lenders, investors, governmental agencies, and other external stakeholders.
- Present complex financial and operational information clearly to executive leadership and the Board of Commissioners.
- Recruit, develop, mentor, and lead high-performing teams while fostering accountability and continuous improvement.
The successful candidate will be a highly accomplished financial executive with 10+ years of progressive financial leadership experience in complex organizations, including substantial experience managing professional accounting and operational teams. Prior public sector/government accounting experience is required, with public housing authority experience strongly preferred.
QUALIFICATIONS:
- A bachelor’s degree in Accounting, Finance, or a related discipline; an MBA or equivalent advanced education is preferred.
- Strong expertise in GAAP/GASB, budgeting, financial reporting, forecasting, internal controls, and financial analysis.
- Experience with public-sector, public housing, affordable housing, or development finance.
- Knowledge of financing tools such as LIHTC, HUD programs, OHFA, conventional lending, and public/private financing sources.
- Exceptional leadership, communication, analytical, collaboration, and decision-making skills.
- Advanced proficiency with financial systems and Microsoft Excel, Word, and PowerPoint.
- A CPA credential is strongly preferred.
