As the Commission transitions from the Total Cost of Care Model to the pioneering AHEAD Model, the Executive Director will serve as the chief strategist and leader of a nationally unique healthcare model that has transformed the state into a global laboratory for payment reform. This position requires rigorous administrative oversight as well as the skill to shepherd Marylandâs healthcare delivery systems into a new era. Core Executive Responsibilities and Governance: Managing the HSCRC requires a sophisticated balance of ensuring internal operational excellence while demonstrating exceptional skill in managing multiple stakeholder relationships. The Executive Director must navigate a complex ecosystem populated by the Maryland General Assembly, federal regulators at CMS, and a diverse array of provider, payer, and community interests. The primary operational and governance responsibilities include:

Operational Oversight: Directing a 47-member multidisciplinary staff of economists, accountants, statisticians, health policy analysts, and data management professionals. The Executive Director administers an annual operating budget of $15.4 million.

Public Advocacy and Multi-Sector Engagement: Managing relationships with a broad spectrum of stakeholders, including hospitals, physicians, nursing homes, third-party payers, and consumers. This includes serving as the public face of the agency to the press and ensuring transparency in all policy matters.
