Senior Java Developer

Annexa is currently working with DC Government's Office of the Chief Technology Officer and is seeking a Senior Java Developer with in-depth knowledge of JAVA and J2EE background using Spring Technologies framework, design, and architectural styles /API’s (REST/RPC) and Agile methodologies for the development of application programs. The role will design, develop and test using JAVA technologies which will facilitate application development and implementation from development to QA to production. This position will work to gain an understanding of the current system infrastructure, security needs, network considerations, and methodologies. The Senior JAVA Developer position requires in-depth knowledge of JAVA and J2EEbackground using Spring Technologies framework, design, and architectural styles /API’s (REST/RPC) and Agile methodologies for the development of application programs. This role will primarily focus on JAVA programming and supporting the ecosystem for the organization. The Senior Developer will be writing clean, scalable code using JAVA programming languages, refactor and debug code, improve existing software, test, and deploy applications and systems. The resource will be required to develop documentation throughout the lifecycle of the development process and provide technical support to the team.
Responsibilities:
- Ensure that the technologies are updated with current, stable, and compliant architecture and applications that meet enterprise standards.
- Collaborate with internal teams to produce software design and architecture.
- Develop, Test and Deploy applications and systems.
- Revise, update, refactor and debug code.
- Improve existing JAVA applications and systems.
- Proactively monitors and reports performance utilization of assigned technologies.
- Troubleshoot software and/or hardware issues/failures.
- Manage problems or escalated tickets and tasks and out-of-cycle requests from systems/software owners.
- Determine the best course of action for meeting business needs and provide consultative expertise to customers on how to best use systems.
- Proactively monitors and identifies broader, more complex issues across multiple, integrated, connecting technologies and communicate as appropriate.
- Provides technical knowledge and support to District agencies, personnel, and additional stakeholders
- Performs other related duties as assigned.
- May coordinate activities of application developers.
- Able to identify best practices and standards for the use of the product.
- Delivers support and design for industry specific applications that require integration with statewide systems or applications.
- Interacts with executive level business users or technical experts.
- Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty.
- Identifies improvements to project standards to achieve high quality services/products. This is a professional position which may require subject matter expertise consistent with demanding and rare technological skills.
- May require coordination of programming activities being conducted by the application development team.
- Confers with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing and project design.
- Works with necessary personnel to determine if modifications are necessary with interested personnel to determine necessity for modifications or enhancements.
- Leverages excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders.
- May coordinate activities of application developers.

- Proven track record of hands-on technical design and code work within large complex systems.
- Proven hands-on technical work with a variety of technologies.
- Demonstrated technical expertise integrating a variety of diverse technical environments and cross-platform technologies.
- Delivers support and design for industry specific applications that require integration with statewide systems or applications.
- Interacts with executive level business users or technical experts.
- Advanced experience in the required technical subject matter.
- May function as a niche technical SME (Subject Matter Expert).
- Has proven experience across large and complex implementations and systems.
Required Skills:
- 10+ years of experience with core JAVA development with strong back-end development.
- 5+ years of experience with JAVA – Annotations, Generics, Reflection, Inheritance, OO Design, NIO, Bean Validation.
- 3+ years of experience with Spring Boot Application Development.
- 3+ years of experience with Spring – Java Config, Dependency Injection, Autowiring Concepts.
- 3+ years of experience with Spring Integration Development.
- 3+ years of experience with Spring Web Services Development.
- 16+ years of experience with preparing complex technical documentation.
- 3+ years of experience with Synchronous and Asynchronous programming – Callbacks, Future, Timeout and Error Handling.
- 3+ years of experience with MAVEN Project Build.
- 3+ years of experience with GIT version control repository.
- 3+ years of experience with Tomcat/Jetty/undertow Application Servers.
- 3+ years of experience with LINUX working environment.
- Experience with JIRA Issue tracker.
- 16+ years of experience conveying technical and functional concepts for a specific technical specialty.
- 16+ years of experience preparing complex technical documentation.
- Must have enough experience to qualify for a Master Level position.
- Bachelor’s degree in IT or related field or equivalent experience
Desired Skills:
- 1+ years of experience with RedHat Openshift Container-based application development and deployment.
- 1+ years of experience working with mainframe CICS containers and channels using JCA connectors.
- 1+ years of experience with knowledge of Continuous Integration and Continuous Development practice.
