Owning the industrial-base instruments: serving as the team’s expert on the federal industrial-capacity funding instruments — Defense Production Act (DPA) Title III, the Industrial Base Analysis and Sustainment (IBAS) program, the Defense Industrial Base Consortium, the National Defense Stockpile and DLA Strategic Materials, the Office of Strategic Capital, DPA Section 708 voluntary agreements, and DOE financing — holding the relationships at the offices that run them, advising every campaign on which instrument fits which pursuit, and supporting the Head of Business Development, who decides which capital pursuits the team enters. Winning funded programs: positioning 3M’s materials and capabilities into programs of record and funded production, including the NNSA production-modernization and construction wave through its management and operating (M&O) contractors and their supply chains, DOE Isotope Program supply needs, the advanced-reactor and fuel-cycle programs the Office of Nuclear Energy sponsors, and DOE-partnered defense programs such as installation microreactors and naval nuclear propulsion, where 3M’s isotope, ceramic, film, and advanced-materials capabilities align.
