PRIMARY PURPOSE: To provide strategic financial leadership as a member of FoundCare's executive leadership team, advising the Chief Executive Officer (CEO), to whom the position reports directly, and ensuring financial stewardship, sustainable operations, and financial compliance for FoundCare's health center services, HRSA Section 330 awards, Ryan White funding, patient service revenues, and other federal, state, local, and private funding. Implement applicable requirements of 2 CFR Parts 200 and 300 and award-specific effective dates, including allowable, reasonable, and allocable costs; consistent direct and indirect cost treatment; compensation documentation; cash drawdowns; procurement; conflicts of interest; prior approvals; record retention; and subrecipient risk assessment and monitoring, when applicable.
