Key Responsibilities** + Administer contract(s) ensuring compliance and performance + Manage contract modifications, change orders, and claims resolution + Serve as primary interface for commercial and contractual challenges during design progression + Monitor financial performance, identify risks, and recommend corrective actions + Support dispute resolution and DRB processes + Review invoices and deliverables for compliance with contract terms + Coordinate closely with Procurement and COTR on official contract actions + Maintain vital records for audits, grants management, and contract closeout + Trend and manage E&O activities and commercial impacts on construction packages + Prepare weekly performance updates for leadership + Lead development and maintenance of project risk registers + Support negotiations for contract change orders and variations + Manage design issues impacting construction packages + Other duties as assigned **Qualifications** **Required Qualifications** + Bachelor’s degree in Engineering, Construction Management or related +2 yrs of leadership or demonstrated equivalency + 10 years of experience in design management and contract administration + Knowledge of commercial and contractual processes in large-scale infrastructure projects + Proven ability to manage complex contracts and resolve disputes effectively + Ability to analyze problems, forecast risks, and implement solutions + Experience with invoice review, audit support, and grants management **Preferred Qualifications** + Professional Engineer (PE) license + Legal or advanced commercial background + Rail industry experience + Excellent communication, negotiation, and stakeholder management skills + Experience with alternate project delivery methods such as CMAR, design-build or P3 on major capital programs. + Strong infrastructure design and construction program and contract management experience with working knowledge of construction contracts, technical specifications and engineering drawing interpretations + Experience preparing and administering change orders, Requests for Equitable Adjustments (REAs), delay and impact claims + Experience supporting mediation, arbitration, and dispute resolution + Highly knowledgeable about federal competitive procurement processes and regulations.
