Life Changing Support Services, Inc. is seeking a dedicated and experienced Director of Human Resources to oversee and manage all aspects of the organization’s human resources operations. The Director of Human Resources will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources Department, ensuring legal compliance and implementation of the organization’s mission and talent strategy.  On Grid Infrastructure Services is seeking a qualified and experienced Site Contract Manager for our Project Homer City located in Homer City, PA.  This is set to commence around August 4, 2026  and is expected to last approximately 3 years.   Project Name: Homer City Location: Homer City, PA, USA Position Required: Site Contract Manager Start Date: August 4th, 2026  Project Duration: Approximately 3 years Working Hours: 40 hours Mon-Fri with high possibilities of going to 60-72 depending on the needs of the project.   Main Responsibilities: <ul><li>Role is a site position. The candidate is expected to attend to site meetings Monday to Friday (40 hours/week). There might be occasional meetings during weekends which will be paid at an overtime rate.</li><li>Coordination and administration of all commercial issues at site with Customers, consortium partner(s), and subcontractors.</li><li>Gathering and tracking information and documentation to protect company rights under the Contract and Consortium Agreements, and to prepare for any risk or claim mitigation involving site issues.</li><li>Communicate to the Site Manager (SM), Project Manager (PM), Site Installation Manager (SIM) , Project Contract Manager (PCM) all issues at site which may have commercial or contractual risk impact to the project.</li></ul>Site subcontract Management: <ul><li>Establish and maintain event logs, and risk and claims registers, utilizing an automated system. </li><li>Prepare notices, claims, counterclaims, and change orders in collaboration with the project team.</li><li>Support the negotiation of claims and Change Orders.</li><li>Support internal nonconformance management process and liaise with the responsible department to support recovery of all back-charges to Subcontractors and suppliers.</li><li>Support site purchasing activities commercially. Support finalization of site procedures, such as back charges, with consortium partner and ensure implementation of the agreed procedures. </li><li>Supervise verification of payment applications and issue Payment Certificates and/or Milestone Achievement Certificates as required under the subcontracts and the main Contract.</li><li>Supports Site Manager to ensure site history records are documented and stored for future use, including daily activity reports, subcontractor’s working times and all claim mitigation material. Critically review site generated progress reports generated by the team to ensure that key site events are clearly noted. Ensure that documents templates have the necessary templates put in place with require confidentiality disclaimers.  </li><li>Escalate to Project Contract Manager all issues that may have commercial/schedule impact to the prime contract and/or the consortium agreement.</li><li>In consultation with the PCM, provide contractual interpretation, analysis, and clarifications to various disciplines at the Site during project execution and ensure all project stakeholders are complying and adhering to contract requirements.</li><li>Track all delays, costs, damages, and scope issues at Site, and communicate mitigation plans to the Site Manager, Project Manager, and Project Contract Manager.</li><li>Monitor Contractual Milestones, review Project Schedule and identify variances to the Site Manager, Project Manager, and Project Contract Manager.</li><li>Create and process delay and claim notifications in a timely manner.</li><li>Facilitate Extra Works process for design modifications, repairs and replacements at Site and support preparation of the order document for Extra Works issued to the contractor.</li><li>Maintain contract management documentation and electronic files, including contemporaneously obtaining and filing back-up documentation for delays, claims, back-charges, and rejections.</li><li>Generate, review, and send out signed Minutes of Meetings for various meetings.</li><li>Support PCM in the management of insurance claims for site issues, including timely notifications, preparation of required supporting documentation following damage caused during transit or project works, supporting queries from insurance adjustors and company representatives, and maintaining event logs associated with all insurance claims.</li><li>Create and maintain notification and contractual deliverable tracking lists, delay tracking and major milestone logs, and claims / back charge logs for vendor, partners and customers.</li><li>Attend daily, weekly, monthly Site Management, Commissioning and Progress review meetings to capture and identify events pertaining to delays, damages and disputed issues create and review minutes and action items. </li><li>Provide updates and coordinate with PCM and Project Management on all delays, costs, damages and disputed issues at Site, and mitigation of these issues.</li><li>Coordinate with various disciplines at Site to identify potential delay and claim issues.</li><li>Other site duties as required by the SIM, PM or PCM.</li><li>Prepare and send out a weekly site CM update report which may include the following:<ul><li>Description of delays due to EPC, GEV and/or Owner.</li><li>Open claims status, including cost tracking for each.</li><li>Insurance events and recovery status.</li><li>Vendor recovery efforts for late deliveries or quality issues.</li></ul></li></ul>Required Qualifications: <ul><li>University degree in Engineering and/or Quantity Surveying and/or Law and/or Business Administration or comparable work experience.</li><li>Minimum 10 years’ work experience and 3+ years’ first-hand exposure in Contract Management roles in large complex infrastructure projects/businesses; EPC projects and Turnkey Power/Substation projects experience will be an advantage.</li><li>Knowledge in Contract Management, claims preparation and dispute resolution.</li><li>Good technical knowledge of Gas Power Plants business and products.</li><li>Minimum 10 years relevant work experience in a similar role, preferable within power industry.</li><li>Excellent written and verbal communication skills in English.</li><li>Working level understanding of business/commercial/contract law.</li><li>Technical understanding of scope and obligations.</li><li>Extension of time, variation orders/claims preparation and strategizing.</li><li>Experience of high intensity negotiations of contracts/claims.</li><li>Excellent written and oral communication skills.</li><li>Understanding of project risk management, planning, and controlling.</li></ul>  IMPORTANT NOTES:   The lodging for Homer City project will be company provided and the meals Per Diem for M&IE is set to $68/day.
