Serve as a technical specialist for noise and vibration, as well as air quality and greenhouse gas (GHG) issues on CEQA-driven projects, supporting environmental review and entitlement processes; Lead and contribute to the development of noise and vibration analyses, including preparation of technical reports and CEQA documentation (EIRs, IS/MNDs, and supporting appendices); Develop comprehensive noise modeling and impact assessments for construction, operational, and transportation-related sources, including identification of mitigation measures; Support project scoping efforts, including identification of applicable noise/vibration thresholds, methodologies, and regulatory requirements; Provide technical review, quality control, and internal advisory support for noise modeling, measurements, and impact evaluations; Lead and contribute to the development of air quality and GHG analyses, including emissions modeling and documentation for CEQA compliance; Collaborate closely with CEQA project managers and subject matter experts to integrate noise, air quality, and GHG analyses into broader environmental documents and compliance strategies; Coordinate with local, regional, state, and federal agencies and assist with responses to agency comments and public review feedback; Participate in client coordination and multidisciplinary collaboration with planners, engineers, and other technical specialists; and . 8+ years of experience preparing, managing, and reviewing noise/vibration, air quality, and GHG analyses for projects subject to CEQA (NEPA experience a plus); Bachelor's degree in environmental studies, urban planning, or a related field; Strong understanding of California and federal environmental regulations, current agency guidance, and accepted methodologies related to noise/vibration, air quality, and GHG; Hands-on experience conducting ambient noise field measurements using ANSI Type I sound level meters, including interpretation and documentation of results; Working knowledge of 23 CFR Part 772 and the Caltrans Traffic Noise Analysis Protocol; Technical background modeling construction, stationary, and mobile noise and vibration using computer-based models and spreadsheet analytical tools; Proficiency with FHWA TNM, FHWA RCNM, CadnaA, SoundPLAN, or equivalent noise modeling software; Proficiency with CalEEMod, EMFAC, and AERMOD for construction and operational air emissions modeling; Experience preparing or supporting Health Risk Assessments (HRAs), including toxic air contaminant exposure modeling and evaluation of impacts to sensitive receptors.
