With many institutions sharing responsibility for delivery, including SNEL, ANSER, ARE, UCM, UCPIF, sector ministries, provincial governments and private developers, the Compact needs a practical performance management function that converts priorities into measurable milestones, identifies slippage early and keeps all stakeholders accountable. The CDMU coordinates sector ministries, implementing agencies (including the national utility SNEL, the rural electrification agency ANSER and the electricity regulator ARE), development partners and private investors; tracks performance against the Compact Action Plan and Results Framework; and works to resolve implementation bottlenecks.
