Completion of a recognized military or federal electromagnetic spectrum management training program, including the Army Electromagnetic Spectrum Manager Course, Navy Fleet Spectrum Manager Course, Spectrum Operations Apprentice Course (SOAC), Interservice Radio Frequency Management School (IRFMS), NTIA Federal Spectrum Management Course, or equivalent formal training. Experience developing test plans, procedures, technical analyses, SSRAs, risk assessments, and post-test reports; demonstrated critical thinking, complex problem solving, accountability, technical ownership, and strong written and verbal communication.
