Performs full performance engineering technical support work conducting inspections to ensure requirements are met and may recommend contractor payment under general supervision; Performs initial quality control of plans, permits, inspections and worked performed by contractors to ensure requirements are met; Troubleshoots, maintains and assists with the construction of facilities and equipment; Surveys and conducts inventory assessment of facility and equipment assets for replacement, maintenance and repairs; Generates system reports to assist with the evaluation of equipment repairs to assist with the assessment of equipment failure and critical assets; Performs varied and technical work in gathering and analyzing data and formulating reports for implementation in the field; Generates work orders and updates staff the progress of asset repair; Provide status updates of the condition of operating equipment relative to costs, hour of operation and downtime and age; Analyzes inventory and project data to calculate repair and life cycle costs; Researches and evaluates new equipment for potential application; Repairs and maintains equipment to includes cleaning, servicing, and replacing parts; Calculates and reports cost, downtown time of equipment; Develops program quantity and cost estimates; Performs computations to determine the quantity and type of construction and operation equipment and estimates costs; Responds to inquiries and complaints from citizens; Develops recommended solutions for issues; Interprets information to developers, homeowners, and other county agencies; Calculates fees based on proposed project established in the Fairfax County Code; Prepares preliminary engineering work, including check sheets, plats, etc. Interprets and drafts maps and plans; Participates in specification development; Assists in preparing documents required for contract negotiation and reviews negotiated contracts for compliance with all terms; Assists bid openings and executes field inspections; Maintains projects as-built plans and utilities; Maintains files for plans and specifications; Applies plan reading skills to review, interpret and analyze construction drawings in the preparation of contract task orders, documentation, and payment; Designs simple structures; Performs more difficult physical or chemical tests and analysis associated with operations and executes specialized inspections; Constructs surface water management systems associated with daily landfill operation and erosion and sediment control systems; Reviews and interprets engineering drawings, maps, plats and correspondence to identify and validate assets and easements for the agency infrastructure assets; Uses measuring equipment in the field to determine depths, elevations, sizes, material, etc., of the agency assets; Engages in safe working practices and complies with safety programs and guidelines; Reports unsafe working conditions; Complies with safety competencies.
