2) A broad knowledge of public land resource values, issues, and controversies, as well as the objectives and goals of the full range of BLM resource programs in order to develop and coordinate policies and procedures; (3) A broad knowledge of resource fields such as range, wildlife, forestry, recreation, fire management, wilderness, and ecology to incorporate considerations from these disciplines into planning and environmental processes; (4) high degree of skill in providing leadership and coordination techniques when working with staff specialists, management officials, and groups of people with diverse backgrounds, and (5) ability to communicate verbally and in writing on planning issues sufficient to serve as a spokesperson and liaison in meetings and conferences and to provide technical reports to a variety of audiences. SPECIALIZED EXPERIENCE: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in private or public sectors), performing the following: performing the following: (1) In-depth knowledge of resource management planning and environmental analysis processes, principles and practices in order to evaluate and interpret field office needs in the planning and environmental coordination functions, and to design and implement appropriate responses to those needs.
