The incumbent is the primary internal Owners Representative for voter-authorized general obligation bond programs, oversight of external management consultants, formal liaison duties to the Citizens Bond Oversight Committee (CBOC), independent bond audit defense, and required institutional readiness to assume direct day-to-day bond leadership if consultant services terminate. Experience: Seven (7) years of progressively responsible experience in public works administration including facilities planning, capital program management, school construction, maintenance and operations, and transportation, including at least five (5) years in a senior management capacity with responsibility for budget administration, staff supervision, contract management, and major program leadership.
