The purpose of this position is to provide independent oversight of internal affairs investigations and the Fairfax County Police Department (FCPD) policies and practices, with a specific focus on use of force. Also ensures accountability, fairness, transparency and trust in the complaint system by providing independent review and oversight of internal affairs investigations of misconduct and the police department's policies and practices. The Independent Police Auditor is hired by and reports to the Director of the Office of Police Accountability (Director). Specifically, this position is responsible for the following:<ul><li>Monitors and reviews internal investigations of Fairfax County Police Department officer-involved shootings, in-custody deaths, and use of force cases in which an individual is killed or seriously injured, or which are subject to a public complaint.</li><li>Monitors interviews of police officers to determine if further questioning is necessary.</li><li>Requests further investigation if the auditor and director determine the internal investigation was deficient or conclusions were not supported by the evidence. Consults with the director concerning any disagreement with the investigation results.</li><li>Assesses whether each internal investigation meets established standards. Evaluates adherence to FCPD policy and procedures.</li><li>Drafts a public report for each reviewed internal investigation that outlines whether standards are met and develops recommendations on changes to policy and practice as needed.</li><li>Presents findings and recommendations from reviews to the Police Civilian Review Panel (Panel), community members, and county officials (or the Board of Supervisors), at the direction of the director.</li><li>Works with the director, police department, and community, in partnership, to ensure success of the position. Conducts public outreach to educate the community on the role of the Independent Police Auditor and the process and procedures for investigation of complaints against police officers.</li><li>Works with the director and office staff to appropriately respond to public complaints of use of force. Participates in, and supports the office, in additional projects as assigned, and in developing other reports, such as the annual report and ad-hoc reports.</li><li>Works with office staff on discreet projects and other reports, to include but not limited to trend analysis, other data projects, and development of the annual report.</li><li>Maintains working knowledge of current Fairfax County Police General Orders, Virginia law, federal law, and applicable court decisions regarding use of force. Serves as a subject matter expert (SME) on use of force for the office, panel, and others. Will be responsible for performing independent research of complex accounting transactions and prepare as well as review technical accounting memos based on a wide variety of topics.  This individual will also be responsible for reviewing research and documentation performed by senior technical accountants and will need to provide timely feedback.  Will provide support to internal and external audits as required.  Build relationships with the generating plants, cross functional groups and Corporate counterparts. Expected to develop Company specific and industry knowledge in order to be identified as point of contact for accounting issues and in support of the various deliverables as well as delegate work as appropriate. Lead due diligence and transaction reviews from an accounting standpoint in support of the M&A process.    PRIMARY RESPONSIBILITIES:    Research, document and review complex accounting transactions including those related to derivatives, revenue arrangements under ASC 606, leases under ASC 842 and consolidation accounting, among others.  Review documentation and research performed by others to ensure conclusions are fully researched and supported.  Provide timely accounting analysis for proposed transactions as well as recommendations on deal structure as required to support the decision making by the M&A team and Senior Leadership, typically will serve as a lead accounting resource on these projects.  Oversee the updating and maintenance of the Contract Accounting Treatment system in order to track significant contracts and the accounting conclusions related to them.  Provide supervision and leadership to more junior technical accounting staff.  Stay up to date on new accounting pronouncements and relevant GAAP issues and evaluate how they may impact the Company and ensure relevant information and accounting changes is provided to other departments when it impacts them.  Prepare or participate in preparation of certain footnote disclosures for public financial statements.  Participate in the review of financial statements for external filings required by legal agreements and local laws and regulations on a consistent basis.  Assist with information requests from external auditors during quarter and year end reviews.  Developing and maintain adequate SOX compliance as it relates to technical accounting. Assist in special accounting projects as assigned. REQUIRED SKILLS: Must have a Bachelor’s degree in Accounting/Finance/Business or a related field from an accredited college or university. Must have a minimum of five (5) years of recent verifiable experience in an accounting Manager role including accounting research/technical accounting analysis within a large multi-national firm. Must be proficient in personal computer skills and have strong research, interpersonal and project management skills. Must exhibit in-depth knowledge of US GAAP and be able to understand and interpret complex accounting guidance.   PREFERRED SKILLS:   CPA certification. Strong analytical skills. Ability to read and interpret complex contract language. Effective oral and written communication skills. Demonstrated leadership of a team and managing competing priorities in a dynamic environment. Self-motivated and able to work in a team with limited supervision.
